Form No. 222 THE AMERICAN RED CROSS NATIONAL HEADQUARTERS WASHINGTON D. C. INTER-OFFICE LETTER To Miss Noyes Date Nov. 26, 1918 From Mr. King Subject Blance Ina Lewis Referring to the sailing of Blanche Ina Lewis, I have investigated in this office how it happened that she should be allowed to proceed if your memorandum was received suspending her enrollment for foreign service. Upon investigation, I find that your memorandum was received in this office, but your directions were not observed in consequence of an inadvertance of the clerical organization. You are of course, familiar with the form of enrollment which consists of four parts which are distributed as follows: One for Headquarters files, one for the Bureau of Embarkation, one for the Comptroller, and one for the foreign commission. Through the inadvertance to which I efer, your memorandum was attached to the part of the enrollment which is held in Washington, rather than to the part of the form which goes to the Bureau of Embarkation. Consequently the Embarkation Bureau was not advised that there TOS anything unusual with respect to the case and Miss Lewis was booked in the usual way. This is the explanation, but I do not present it as an accuse. The incident never should have occurred. FPK.P
