with Miss Margaret D. McCaughey (No. 5441) as her assistant, will be entirely
satisfactory to you. There has never been any objection to Miss Matthews choosing
whom ever she desired for Assistant. It will doubtless be found that a chief
reason for her finally agreeing to remain, is the encouragement and help Miss
Gardner has been able to give her, together with the increasing difficulties
in Posen.
When your cable no. 14387 arrived Saturday, I was distressed over your
disapproval of the appointment of Miss McCaughey, as I feared that the appointment
had already gone through. I have never hesitated to make the appointments
of Chief Nurses, and with out waiting for your confirmation of them. and this
has always been acceptable to you. In the case of Miss McCaughey, I did not
hesitate to take the definite action, believing that in following the advice
of Miss Gardner (your special representative) I would be doing as you desired.
I trust the final decision of Miss Matthews to remain will mean no
embarrassment as far as Miss Shellabarger, or any other possible appointee,
is concerned. There can be little question as to the comparative efficiency of wom
women accustomed to the field and those who have had no experience over here,
and whenever the former are available they are infinitely to be perferred.
Miss Gardner may have written you direct of the siutation in Poland
but will be doing so in any event.
Signed Heaen Scott Hay
