C. 2 a 6 My dear Miss Mumma: You doubtless wonder why we have granted you Home Defense enrollment instead of enrolling you in the First Reserve. As you know, the American Red Cross Nursing Service is, by Congressional Enactment, the reserve of the Army and Navy Nurse Corps; therefore, every nurse applying for enrollment should meet the requirements for an assignment to active duty. In your case our Liaison Medical Officer, on reviewing your physical examination report, found you are overweight which makes you ineligible for the First Reserve. Because we realize how eager you are to be of servige through the Red Cross, we are pleased to approve your application for enrollment under Home Defense. Although Home Defense does not make you eligible for military service, it does make you available for all other types of Red Cross Service.
