We have had a letter from Miss Elizabeth V. Duggan, copy of which
I am enclosing for your information, making applicationffor foreign
service.
We have looked over the papers of Miss Duggan and find no record
of
public health training. I do note that she was at Teachers College
taking the course for instructors and I have therefore written to
Mer asking under whom she received her public health training and how
long she has been connected with the Department of Public Health in
Santa Fe. I am wondering if you have any information in the nature of
recommendation on file for Miss Duggan, or if you could secure some for
us.
