RECEIVED Miss Clara D. Noyes, Director, MAR7-1921 Department of Nursing, American Red Cross, Washington, D. C. My dear Miss Noyes:- I have your letter of March first and I have not definitely decided yet about the appointment of the head of the Nursing Department. Miss Naloon I am still waiting to hear from Mr. Hopkins about ACT. I have made other inquiries and there are one or two points that I think we will have to con- sider a little further before accepting her. These inquiries I have made have been entirely outside of the Red Cross, of course. Miss Billings does not leave until the first of April. I wonder if we do decide on Miss Nelson and if the Gulf Division is being given up whether we could not pay her for her expenses up and have her go to work if we accepted her. Of course if we did not we should have to pay her expenses wherever she went, but if 1 ask her to come in every probability it would mean that we would accept her. Perhaps you think this could not be worked out, in which case she will have to come and we will have to pay her expenses both ways. I certainly would not take any one without having an interview first. Of course I have in my hands Miss Billings resignation. Very sincerely yours, Division Manager.
