N e a AMRIOAN RED CROSS (CROIX-ROUGE AMÉRICAINE) " Paris, 24, February 1921. From: Helen Scott Hay, a Chief Nurse, ARC. I Commission to Europe. 5 To: Miss Noyes, Director, T Department of Nursing, + ARC. Washington, D.C., 5 SUBJECT: Efficiency Report - Nurse Kathryn M. Neumann. M On the report of Miss Dean concerning Miss Neumann's work in Montenegro, I was not in- clined to consider Miss "eumann for reassignment in Europe. As she had stated a desire for this, it was necessary for me to indicate to her that her services had not been found satisfactory, and her earnestness of purpose seemed so sincere, but her degree desire of efficiency, and sent to that Poland, she was with spirit given the serious the and to demonstrate a proper a good desfred opportunity injunction that she must make good in every detail. The reports from the Chief Nurse in Poland are again adverse. However, because conditions in Poland have been difficult in many ways, there is a small possibility that her seemingly inefficient service may be due to some extent on circumstances. If the work in Europe at t he present time was calling her many another nurses, trial, I would again appears be home inclined sincere without to in the her for give for she mortification over having to go desired good record to her credit. As her faults may be said to be those of omission, I consider that she would be entitled to a trial in service in America, although I do not feel that she should be returned to Europe unless she has first made good in Red Cross work at home P.S.I have given to Miss Neumann the Arlen Scodietary essentials of the above letter to Helen Scott Hay ,ARC. you, and recommended that if she Chief Nurse, Commission a was sincere in gaining a better to Europe. 6 record for herself in Red Cross, she would better write directly to you to see if any Red Cross service at home were available. While there is little in her past record to warranting my opinion, yet I believe she is prepared to put forth considerable effort to make goode HOH
