We did not vant more than 12 students at Syracuse but considered 25 our full
quota at the other colleges. I planned to visit Fort Collins and Penn State;
however, since the Red Cross is so ably representad in each of the colleges
perhaps a visit from National is not necessary this year. Miss Bagby will
acquaint you with all correspondence regarding these courses.

It is my feeling that this work should be self-supporting with the

exception of Syracuse. An effort has been made to bring this about.
It
is my feeling that instead of setting up an appropriation of from $10 to $20
)
each year for each college to cover miscellaneous expenses, that it would be
quite all right for the colleges to charge the students a laboratory fee of
about $1.50, this money to be used for that purpose. Syracuse are charging
$2.50 this year as a laboratory fee and are going to use it in this way. I
had a personal conference with Dean Chambers of Penn State and he is quite
agreeable to the idea but does not know that it can be carried forward this
year as I did not approach him soon enough. I have not taken the matter up with
Dean Avery of Fort Collins, Colo., as they increased their tuition ao much this
year that it might work a hardship on the nursea.
I have started the fee at
the University of California but have not explained to Dean Watkins regarding
our plan, as in one of his letters he was very much disturbed over the financial
situation at the University, even asking us to take a larger enrollment if possible.
My correspondence with him will explain the details in full. Miss Haig has cop-
ies of this material and plans to visit the college this aummer and it is possible
you may insh her to take up this matter with him.
Miss Bagby will explain to you the detail of our summer session budget
and set-up. However, I would like to draw your attention to a commination
which Mias Dunn had from Dean Chambers sone time ago. The instructors in the
college were asked to sign a statement that they were willing to take a redue-
tion in salary in case the emrollment would be so seriously affected that there
would not be funds enough to balance the summer school budget. (As you
know
Miss Dunn is being paid $300 by the College for her work this aummer, this money
reverting back to the summer session budget, as Miss Dunn is continuing on our
payroll at her present salery, with an allowance of $125 for living, and also
full allowance for travel.)
For the past two years Miss Norlin has had an allowance of $50 from
the
Red Cross for travel. Mrs. Baker had some idea of discontimming this, but
had not nade a definite plan, so I have asked for this allowance in this yoar's
budget but have not given Miss Norlin any assurence that she would receive it.
I would favor the idea of giving her this money this year if possible, with the
understanding that it would be the last year that the Red Crosa would continue
it. However, if there is a serious reduction in the salary which Miss Dunn will
receive from Penn State, it may not be possible to give the $50 to Miss Norlin,
because we are depending on that $300 to practically carry our budget for the
Eastern Area.
I also feel that whenever possible the Red Cross should have one re-
presentative at each summer course, acting as director or assistant. This not
only brings something back to the Red Cross but contributes a great deal to the
