Referring to portions of your letter of May 9th, giving us the names
of Sybella T. Haviland and Annie Slack for foreign service, may I state that we
have cabled Miss Hay to see whether or not she would be willing to consider
them. There is no efficienay report on file from the Serbian Commission or
from Miss Slack's work in Albania. would suggest, therefore that you await
the reply to our cable before with these nueses furthere
