Noyes, Director,\nNursing Service, Washington.D.C.,\nSubject: Efficiency Report, Nurse Annie E.Slack,\nEnrollment No. 15504.\nFor final report on Miss Slack see my letter\nof Dec.6th,1921, with reference to her release.\nSince then Miss Nelson has been in Serbia and\ntook up this question with Miss Mapes. I quote from her\nreport as follows:\n\"Miss Slack: I learned nothing more definite than that Niss Mapes\nhad already written to you, which was that Miss Slack did not\nconduct the station properly, was insolent, and said she was not\nsent down there to work and that she didn't intend to do any more\nthan she had to. Both Miss Mapes and Dr.Reeder feel that from\nthe first minute Miss Slack went down there her spirit was very\nMost of the nurses think very highly of Miss McGovern and\npoor. feol that she has always done excellent work and gotten along\nvery well with people.\nI personally feel that part of the difficulty with\nthe personnel in Serbia is due to the fact that Miss Mapes is\nnot She does not inspire the nurses either professionally or per-\na good executive or has not a strong decisive character.\nsonally. From my own questioning of her regarding the work,\nI should say that she had very little idea of the work specifically the\nand that she could be of no special help to the nurses in is\nnot positive minded enough to impress the nurses, and know\ndetails of their work. She was very nice personally I but\nthe nurses must be aware of the fact that they can more or less in\nKarl\npre I should recommend that Miss Mapes be released, but\njudice her one way or the other. If it were not so late\nthe because program, she does know the conditions in Serbia, knows the country,\nand gets along very well with the Reeders; and the nursing service that\nis to be stable for the rest of the program, I would say\nit would apt be inadvisable.
