McGovern Stackable, Gregory, Michigane My dear Mrs. Stackable: In reply to your letter I think perhaps if you will consider the subject of Government compensation a little bit more carefully, you will appreciate the fact that it was necessary to draw a line somewhere relative to the nurses who were eligible for thi S compensation. They had to make it possible only for those nurses who had military service with the American Expeditionary Forces to claim that compensation. While some of the' American Red Cross nurses did serve in the American Red Cross mili- tary hospitals those nurses were only loaned for a short period of time to these hospitals and were returned sooner or later to the civilian work. At any rate perhaps it would be better for us not to discuss this question any further but to consider at once whether or no it will be possible for us to trace your present disability to your foreign service with the American Red Cross. As soon as your letter came) have once more gone over the situation very carefully. In searching your records in this office we find that you were released with a final showing of health "good". We note that between the period of March 1919 and November 1919 you had fourteen days sick leave but no further statement is made. Ve have no diagnosis of your illness nor information as to why you had to have these fourteen days sick leave. If after considering the situation carefully you wish to apply for the Red Cross insurance it will be necessary for you to give us the definite dates of your disability, diagnosis of same, the names and addresses of the people whom you know can furnish us with definite affi- davits trac ing your disability to your war service. May I call to your attention, however, that there is scarcely a bare possibility that you will be found eligible for this in- surance, largely due to the fact that after the war you recoived through the American Red Cross a reassignment to foreign service with the American Commission to Serbia and we have on record a letter from the Chief nurse of this Commission dated June 14, 1922, which gives us an efficiency record of your service which was inclusive from June 15, 1921 to May 31, 1922, and dur- ing that time your health was rated as "excellent". It seems only fair to be perfectly frank with you about this rather than allow you to go to the trouble of getting this information
