March 19, 1925 Mrs. Ella F. McGovern Stackable, Gregory, Michigan. My dear Mrs. Stackable: In reply to your latter addressed to Mins Noyes, dated March 16, the nurses who are eligible for either the state bonus or the Federal Compensation are those who served directly the military forges during the war, or in other words, whe were Federalized, that is, took the oath of allegiance. Your records show that you served during the late war directly under the American Red Cross and though it is true you were assigned to the American Red Cross military hospitals you were not at that time Federalized. You were loaned but not attached to the Army. Your other services were directly under the Red Cross. It is quite true that many of the American Red Oross nueses are receiv ing the bonus both State and Federal, but this is because they were assigned to the Arny Nurse Corps serving directly with the military forces. The nurses also who served in the Sanitary Zones with the U. S. Public Health Service were not Federalized and they are not eligible for the bonus. We regret deeply to hear that/you have been handi- capped since your return from service and it is unfortunate that at the time you did not take up with us the question of your injuries. I am sure you remember that you received the usual information relative to the Red Oross insurance issued to the Red Cross personnel who served over seas. Unfortunately the injuries you speak of in your letter today do not appear on any of your records on file in this office. Your splendid efficiency report mentioned your health as good both from your service in France and your later service in Germany and the Balkans. We are again calling your name to the attention of Mrs. Isabello Baker, Director, classes in Home Hygiene and Care of the Sick. I am sure you understand that as spring is approaching, it is not always possible to organize classes in Home Hygiene and Care of the Sick, but I am sure that Mrs. Baker will be glad to have her attention called to you through this office. We shall be glad to hear from you again if you think it is possible for us. to connect your diaability directly with your wer service. I have scrutinized your papers carefully, however, and can- not find any record which would help us in establishing a disability claim. We have so many efficiency records for you, one signed by Miss Hay, one by Miss Caroline Robinson rolative to your work with the Serbian Thild Welfare
