September 25,1918. Miss Theresa Jane Stinson, 6802 Carnegie Ave., Cleveland, Ohio. My dear Miss Stinson: You were recently sent what we term our Neutral letter calling your attention to the fact of the opportunity that existe under our auspices for nurses with special Public Health service. As you stated in your application you desired foreign service. We listed you for the Italian personnel, if you desire to go to Italy'or do you prefer to be transferred to France? We are not sending out under the auspices of this Bureau of Field Nursing service, General Public Health workers. The majority of our nurses are being eent to the Children's Bureau for such work as has developed under their auspices. Much of it is connected with institutions, such as orphanages, clinics, dispensaries and sanatoria of various kinde. All nurses assigned to foreigh service under our direction must be equally willing to accept any form of service that is given to them. For example during the present offensive many of the nurses were withdrawn from civilian work to serve in the French hospitals where our wounded men were being sent. In regard to your leaving for home in Canada after your preparation ie started, may I suggest that although this is entirely your responsibility that we cannot issue our ordere or pay transportation from C nada. It would be necessary for you to roturn to some oint in the States and from there proceed to New York after you are given the date of sailing by our Bureau of Transportation. It takes however, about two months to prepare a nurae for Foreign Service, after she has expressed her willingness to serve. I will therefore advise you not to give up your position for a month or six weeks at the latest. For full information concerning equipment, etc., apply to Mis: Gladwin, our Division Director in Clevoland. You understand the Red Cross provides all equipment for foreign service for its nurses and pays them a salary of $70 a month, also provides transportation and maintenance.
