My dear Miss Phillips:
I have a statement about the status of the
American Ambulance at Neuilly prior to July, 1917 when it
became American Red Cross Military Hospital, No.l:-
"Specifically to answer your question I would
say without any hesitation that the American
Ambulance was a French Military hospital and
doubt that the American personnel
were I have registered no Ministry of War that and
in the
have a war record there. Assuining this
is correct, the youns woman in question would
be entitled to themberchip in the Lagion as one
who had served with an Allied Foreign Govornment.
I might add only that it is quite
possible that the contract between such person-
nel referring to Americans in French hospitals,
was not as binding in its nature 8.8 our oath of
enlistment but it was sufficiently so to establish
military sorvice".

If then "any American eitizen who served with
an Allied Foreign Government is eligible for Legion Member-
ship", Miss Margaret A. stryker is eligible to such member-
ship.
