Mrs. Elsbeth H. Vaughan, Assistant Director
November 14, 1925
Nursing Service, Midwestern Branch Office
Miss Ida F. Butler, Assistant to the Director
Nursing Service, Nat'l Hdqrs.
In reply to your letter of November 11th, we are sending
you the following information relative to Mary Taylor, Red Cross
Public Health nurse, Wexford County Chapter, Cadillac, Michigan.
Miss Taylor was given Special enrollment on March 27, 1925. She
is a graduate from the School of Nursing of the Mercy Hospital,
Cadillac, Mich., in 1920. Daily average number of patients in
this hospital 25. Her only subsequent experience up to the time
of her appointment as Public Health nurse was private duty nursing.
As we have many letters of the same type that Mr. Knowlton
has written to Miss Morse, we do not make it a rule to give special
consideration to a nurse who does not meet our requirements, granting
her general enrollment. We always explain in cases of this kind
that it is much more appropriate that the nurse should make an
effort to meet the requirements of the Red Cross Nursing Service
than we should make an effort to meet the situation of an individual
nurse. We have very thoroughly considered the question of accepting
Public Health experience in lieu of the small school and, as you
know, a very outstanding number of Public Health nurses decided
that this should not be done except in instances when the nurse
had had a. very unusual training in Public Health Nursing, as, for
instance, a university course with excellent field work under
special supervision.
Therefore, I would suggest that this information be given
to the Chairman of the Chapter who is writing about Miss Taylor
and that she be advised if she wishes general enrollment to take
the post-graduate course of six months in a large, general, accredited
hospital, this coursé to cover general nursing subjects. Miss Taylor
was informed in her appointment letter that she was privileged to
wear the uniform and that she would be on the same footing as a
regularly enrolled Red Cross nurse. As this form of enrollment
permits her to wear the insignia with the exception of the pin,
we cannot understand why she should feel sensitive only being
appointed to this status.
We trust you will be able to convince both the nurse and
the Chapter Chairman of the justice of this decision.
Ida F. Butler,
Assistant to the Director,
Red Cross Nursing Service,
Nat'l Hdors.
