My dear Miss Noyes: It was a pleasure to hear from you. I hope that I shall be able to see you in Washington before a great while. In the meantime, the question of selecting Miss Teal for work in the Caucasus has been referred to me. Our exact policy has not been determined. Our Com- mittee will meet on Wednesday, the 12th, so no definite decision can be reached until after that meeting. However, I believe that we are likely to continue and will therefore need someone to succeed Miss MacFetridge. On this assumption I wish to tell you about some of the changes that have taken place in the Caucasus SO that you can tell me whether or not you think Miss Teal would be able to handle the job under the new circum- stances that are sure to exist if the Committee takes the favorable action that I expect. In May, the Armenian government requested us to pro- vide a new group of buildings for our Peasant Youth School at Polygon. This request grew out of the fact that we had been using a military post and the army wanted the post for itself. When this situation was reported to our Committee in New York they decided to withdraw altogether and I returned to the Caucasus in July expecting to effect this withdrawal. How- ever, the government was very reluctant to have us leave and they of fered to build a complete new plant at their own expense, if we would remain. They followed this up with a further offer to pay for the cost of operat- ing the school, if necessary. As a result of this offer I did not withdraw entirely but instead turned over the Peasant Youth School to the government and left Mr. Gunn and Miss Chickering as consultants. In this capacity they have not only had almost as much voice in the policies and program of the school as they had before, but they also have had a lot to do with develop- ing the educational policy of other schools. I am reporting on this to the Committee on Wednesday and I think it is likely that they will wish to continue a consultant re- lationship for at least a year, in order to test out this new type of cultural relationship.
