    "ocrText": "Form 336\nTHE AMERICAN RED CROSS\nNATIONAL HEADQUARTERS\nCENTRAL DIVISION\nMiss Minnie Ahrens, Director, Nursing\nDate\nMarch 25, 1922\nService\nFrom Miss Holmes, Assistant Director, Public Subject\nHealth Nursing Service\nI have talked over with Miss Fox the matter of Miss Tittman's\napplication for a loan of $800.00 and find much to our regret that\nthere is not the slightest chance of a loan for advanced training\ngoing through. The purpose of the scholarship and loan fund is to\nincrease the number of public health nurses and Miss Tittman is al-\nready qualified to do public health nursing. We realize perfectly\nhow beneficial this second year's work would be to Miss Tittman and\nindirectly to the Red Cross when she returned to its service and we\nshould also like to be able to assists nurse who has given such ex-\ncellent service to the Red Cross, but this question of Red Cross scholar-\nships or loans for advanced training has come up before and has always\nbeen decided negatively.
