    "ocrText": "December 26, 1941\nMrs. Laura Knowlton Turner,\nVassalboro,\nMaine\nMy dear Mrs. Turner:\nIn accordance with the nomination made by the Board of Directors\nof the\nMaine\nState Nurses' Association, we are pleased\nto appoint you as Chairman of the State and Local Committee on Red Cross\nNursing Service.\nAs there is only one Committee in your state, it functions in the\ndual capacity of State and Local; therefore, any reference to such in\nthe informational material sent to you will apply in that way.\nIn the capacity of a State Committee it should determine objectives\nfor the whole state to include:\n1. Enrollment of nurses for military and civilian defense, disaster\npreparedness, instructors of Home Nursing and Volunteer Nurse's Aide\nclasses.\n2. Publicity to keep nurses informed through regular use of articles\non Red Cross nursing in state and local publications.\n3. Appropriate Red Cross programs at state and district meetings of\nnursing organizations and related professions.\n4. Development of cordial relationships with Chapters, schools of\nnursing, public health and hospital nursing services.\nFormulating these objectives will require careful study of the\nstate's needs and resources.\nIn the capacity of a Local Committee the procedure for enrolling\nnurses is an added responsibility; i.e. the distribution of application\nblanks and their completion. Also maintaining an up-to-date file of all\nenrolled Red Cross nurses in the state. The file is the personal respon-\nsibility of the secretary but all members of the Committee can be of great\nhelp to her in doing work in connection with keeping it up-to-date such as\nthe annual questionnaires.\n-66852-"
