Statement of Colonel C. C. Collins, Medical Corps, U. S. Army.
Reserve Nurse Daisy D. Urch was never appointed Chief Nurse
of this hospital. She was appointed Temporary Chief Nurse under
authority contained in Par. 61, Manual of The Medical Department,
1916 on the recommendation of Major Frederic A. Besly, the
Director of the Unit when I took command. She was relieved
from duty on December 24, 1917 under authority contained in
Par. 61 (a) which reads:
"Temporary Chief Nurses may be relieved from duty as
such and assigned to duty as nurses at the discretion of
their immediate Commanding Officers."
for the following reasons: She did not adapt herself to the
conditions of service in a military hospital or show the
necessary executive ability. She was found lacking in good
judgment and tact; she was disloyal and showed a disposition
not to cooperate with the Commanding Officer. She was found
to be temperamentally unsuited for the position she occupied.
Every effort was made extending over a period of nearly seven
(7) months to secure her cooperation and loyal support but with-
out success. At first her attitude was believed to be due to
her ill health; she was put on sick report, transferred to a
British Hospital for nurses and later sent to Southern France
for a period of recuperation. During her absence a marked im-
provement in the attitude of the nurses on duty here was noticed.
On Miss Urch's return she showed plainly by her actions and words
that she could not serve in her capacity as temporary chief
nurse and give me her loyal support and cooperation. I then
explained the situation to her and saked her to resign, which
she refused to do. I then issued an order under the authority
quoted above relieving her from duty as temporary chief nurse
and assigning her to duty as nurse. Her work as nurse has
been satisfactory but she still maintains an attitude of hostil-
ity to me personally.
