The person indicated on the attached application form has applied for foreign service in The American Red
Cross. Before the application is accepted, it is desired that this person's loyalty be positively established. Your
organization can be of great service in assisting us to determine this question and we understand that you are
willing to undertake the investigation upon our behalf. It is requested that this be conducted with all pos-
sible expedition, and we assure you that such information as you may furnish to us, and any report which you may
make, will be regarded by The American Red Cross as confidential and will not be disclosed either to the
applicant or to persons other than government officials who, in the performance of their public duty, may be
called upon to examine it.
The scope of this inquiry is limited to the applicant's known or reputed loyalty, integrity and character.
