With letter of April 16th we sent you registration
card and sheet of Miss Elsie Marquerite Jessup, (enrollment
number not on record here) which should give you correct
dates.
As to the question of increase of salary, her
registration card (Form 2) gives February 6, 1918 as the
time when she registered with the Paris office, and that
date would therefore, I would suppose, control her salary
allowance.
However, on the registration sheet, signed by
her February 18, 1920, she makes the statement that she
has been in continuous overseas service (presumably
under Red Cross) since May 1917. As these statements
are at variance, I am very sorry that this was not
definitely settled before she left for the U. S., but
with the indifferent modes of communication that exist
in Serbia, it took a long time to get our payroll care-
fully revised.
January 1, 1920, as Chief Nursd of a small
group, she was receiving $80. per month. If May, 1917
is to be taken as the beginning of her Red Cross service,
she would from January 1, 1920 be entitled to $120. per
month. If, on the other hand, the date given on Form 2,
registration card, is taken as the beginning of her
A.
R. C. service, she would be entitled to only $110. up
to February 6, 1920, and to $120. after that.
Will you kindly let me know the decision
reached in this case.

Helen Scott Hay,
Chief Nurse, American Red Cross
Commission to Europe.
