Dear Sirs:-
Apropos of the detachment of Miss Ruth Waterbury
as Field Representative of the American Red Cross in the Vir-
n
gin Islands and her transfer to other duty, I find pleasure
in expressing my appreciation of the splendid service she has
a
rendered to the local government and the native people.
During the period of her residence here, Miss
Waterbury has stood for the worthier things and has radiated
a wholesome influence. She has evidenced commendable sympathy
for the poor, the sick and the needy and has done much to better
their condition. She has worked through the schools to reach
the children whom she has instructed in matters pertaining to
personal hygiene and kindred subjects. Under her supervision
a physical examination of all children of school age within the
islands was made and much valuable data was compiled and filed
for reference. All who were found to be defective were referred
to the medical authorities for treatment. This piece of work in
itself would have justified Miss Waterbury's tour of duty here.
In addition to the above, this energetic young wo-
man maintained a vital interest in every phase of social service.
Cases referred to her were investigated promptly and handled
with commendable judgement. Wherever there was need, she was
ready to go - and her going usually produced results.
I commend Miss Waterbury for her loyalty to the
Red Cross, her devotion to her duty as she saw it and her un-
tiring zeal in furthering anything and everything which made for
social betterment.
Sincerely yours
W. L. Steiner.
Aide for Public Welfare.
