CHARGES MADE AGAINST MISS BARBARA SANDMAIER
Complying with your request made in our conversation on above subject,
I submit the following account Of details in the matter as they came to my
knowledge during my recent visit in Albania:
Miss Sandmaier is one of the five nurses in Koritza;-(Head Nurse, Miss
Sutherland) there being also. in the A.R. C. group Capt Lyon, the Director;
Dr. Sara Foulks; Mrs. Ford, a social worker and Lieut. Brady, who has charge o
of supplies and accounts.
While I was in Tirana (Feb. 3 to 17, 1920), Capt. Lyon came from Koritza
and while there asked Col. Young, the Med. Dir., for the thansfer of Miss Sand-
maier and Miss Crosley. He mentioned this also to Miss Robinson, saying they
were inattentive to their work. On this occasion Miss Robinson told me Capt.
Lyon had been quite insistent on Miss Sandmaier's assignment to koritza before
he left Tiranafor that station last Oct. He had been paying marked attentions
to her during the few days he was in Tirana, but Miss Robinson was convinced
that Miss S. was more annoyed than pleased by such attentions. Col Warfield
also requested that Miss S. be assigned there, and she was herself pleased at
the prospect of leaving Firana, where she had had intestinal trouble. Her as-
signment to Koritza followed. There had been no indication of Capt. Lyon's
dissatisfaction with the arrangement until, as stated, about Feb. 10th.

I spent some time with each of them in their work - each showing
troubles and irregularities that had occurred at the hospital, some of which I
here. The administration at the hospital had been in the hands of the
French repeat Militayy and Dr. Noske, an albanian. Capt. Lyon, understanding however
that the direction of the hospital was in his hands, had several times clashed
with the other officials. He had dome some operating. in the hospital, but only
on rare occasions made visits tothis patients. He was accused by the male nurse
at the hospital (who is Dr. Noske's nephew), and by some patients and by the
cook of having been guilty of indiscretions and actual immorality with one of
the native nurses in the hospital.

reasons Because such as incapability and unkindness to the patients, M$SS S. recommended
to Capt. Lyon dismissal of the woman from the hospital. Payment of her salary by
