My dear Miss Sandmaier:
Your letter received a number of days ago and I
have already written to lir. Bartholomew and vegret that it
is impossible for the Red Cross to give him the permission
he desiros. Wo would have no authority to give permission
for any other than our Rod Crosa personnel for the use of
the brassard in Europo. I havo suggested, however, that he
make application to the Russian Red. Cross on his arrival.
I was sorry to see the District group go out with-
out you especially as we have heard nothing from Bulgaria.
If there seems to be no further need of murses in Bulgaria
I think it probable that we may be able to give you an appoint-
mont on the border. I will at least bear this in mind.
