My dear Sit: Your letter addressed to Miss Baraara Sandmeir has been referred to me for reply, and I trust that this letter reaches you before the steamer sails. It will be impossible for the American Red Cross to grant any privièAges in regard to the using of the Red Cross emblem for any personnel not sent for service under our protection. I have no doubt that you would be able to secure the permission you desire from the Red Cross society in Russia. It would, however, be impossible for us to grant you any permission which would be recognized abroad for 9717 other then the Bon canna best wishes for your success, believe me Yours sincerely Chairman National Committee Red Cross Nursing Service.
