When the final efficiency reports were made out in vladivostok for the
Western Division, I hoped in my reports to convey to youjafter months of
observation) my final recommendation for future service with the Red Cross
either at home or abroad. I do not know if these reports have reached you
from Siberia or not, as I have a letter on my desk from Mrs. St. John
asking me to reconsider Miss Annie Laurie Williams report "Note B". The
following is my comment on Miss Williams:-
"Note (a) Miss Williams measures up well
for practical work that has been
already established, but in organ-
ization she gets lost in detail.
(b) Miss Williams makes statements,
thoughtlessly perhaps, which incrim-
inate -- one such vicious remark has
been retracted, others have been proven
to be false."
In making out "Note B", without wishing to off-set the good work done by
Miss Williams, I did want you to know of this disappointing trait in Miss
Williams. She has the faculty of creating vile stories about people that
she is working with; stories that are slanderous in every respect. It caused
a great deal of concern even in our small colony in the West, and several
innocent people were slandered by her. However, all understood her and made
allowances.
If Miss Williams should be associated with another foreign Commission, or
in the Jnited States become connected with the Red Cross, as for instance, in
Public Health work in counties, she could cause a great deal of disturbance,
and the reflection would be on the Red Cross as an organization, not Miss
Williams as an individual.
it was for these reasons that I was as frank in stating my opinion because I
do know what an unscrupulous person can do in small communities.
Miss Pinder and I discussed the subject, not forgetting the very good work done
by Miss Williams, and we felt that you should know exactly our findings in this
case.
When sending you this my intention was that it would be used for future reference.
It seems that the menopause could be responsible for her erratic actions, and
am convinced that that is her trouble.
In a letter from Vladivostok it was suggested that Miss Tittman felt the report
was too severe. Perhaps I should have done so, but I did not talk this partic-
ular case over with Miss Tittman, and I feel that she is in no position to judge.
