C.L.Munson,
Surgeon, (R)U.S.Public Health Service,
General Inspector, General Inspection Service,
U.S.P.H.s.Hospital No.54,
Arrowhead Springs, California.
Dear Dr. Munson,
In reply to your letter of March 14th, just received,
I
a.m. sending you the information that was sent to Major MacCal-
man, February 26th, in reply to the same requeet from him because
an order from the Bureau required him to make an investigation.
Herewith you will find enclosed, marked No.1, a copy
of the letter that was sent to the Surgeon General on January 16th,
through the Medical Officer in Temporary Charge at this station.
A carbon copy of this letter was sent by registered mail and
marked " Personal", to Dr.Hugh S.Cumming, Surgeon General, U.S.P.H.S.
The letter from Major Duncan MacCalman, dated February 23rd
and your letter of March 14th is all that I have heard from the
Bureau as yet.
Enclosed and marked No.2 is a copy of a, letter I sent
March 15th to Major MacCalman that will explain itself. There are
many things to be said about happenings from November 1920 to
the time that I left Arrowhead that might all be summed up in
one cause which is the hatred and animosity that Dr. Fenton and
Dr. Kerr showed towards no. Dr. Fenton had no reason for this
that I know of;`Dr. Kerr may hire thought he had because I refus-
ed to give him some information he wanted that was better that
he did not have soon after I came to Arrowhead, about December
1920. He was never friendly after that. It is quite possible that
that the influence of these two was the fundamental cause of all
the trouble. There was a malicious, evil spirit that fan through
the actions of all their friends among the personnel, Dr.Allen
was either indifferent to it or unable to check it. It was
quite evident that a number of them wanted to be rid of me and
they took the method of personal ineult after trying to discredit
me in Washington by unofficial bits of derogatory information
sent in from time to time. When personal insult failed also
in its purpose this telegram was resorted to. Judging from
their unfriendly attitude the following people might have sent
