    "ocrText": "October 17, 1923.\nMiss Alice Fitzgerald,\nBox 625,\nManila, P. I.\nMy dear Miss Fitzgerald:\nIn your letter of September third, addressed to\nMiss Butler, in which you ask for further information on the attitude has of\nbeen know that the International Committee has been trying to get the into reasons the\nthe referred to me for reply. You, of course, know the background and\nComite International, on the subject of the American delegates,\ngeneral you relief field for sometime, and you probably understand\nfor this better than I.\nAnyway, a statement was made by the Committee, I\nbelieve at the Opening Session, which reflected upon the American Red that Cross,\nand while they did not mention the name the impression was created\nbecause of the wealth of the American Red Cross, that it became a dangerous\nelement in Red Cross organization generally, because of its ability to\ncontrol through financial power. Mr. Bicknell and Col. Olds were in Paris\ndelegates from the American Red Cross, having previously attended the\nas Meeting of the Board of Governors of the League, when the Report of the\nexplanation, and I believe went so far as to ask for a retraction. There\nopening speech appeared in the papers. They immediately wired for an\nwas the usual \"hedging\" but no explanation or retraction was made, even\nthough repeated telegrams were sent urging their attendance. The result\nthat they did not go. Cabbes also came to National Headquarters, and\nwas, since that time a representative, Dr. Werner, appeared at National Head-\nquarters, I suppose for the express purpose of making apologies or offering\nsome explanation. I learned from Mr. Bicknell, that Dr. Werner finally\nprepared a statement, which he submitted to the American Red Cross, which\nseemed to satisfy Judge Payne and Mr. Bicknell, and which I understand will\nbe printed in their Bulletin. You would have been amused, I am sure, if\nyou had been an \"intelligent fly on the all and had seen Judge Payne's\nreception of Dr. Werner. Very courteous and very polite, but taking\nno\ninitiative in the matter of what should be said, leaving that entirely to\nDr. Werner. However, I believe it is all straightened out now.\nI have been very much interested in your trip to\nJapan, and as yet I do not know whether you have gone as a Chapter\nrepresentative, or as a representative of the Army. I have had no report\nfrom Miss Gibbes, and do not know whether our Committee \"fell\"d on the\njob, and were not able to get members of our enrollment to serve, or not?\nThe Japanese Minister here had asked us not to send any personnel, so we\nhad not sent any instructions to the Chapter on the subject. I shall be\nglad to hear the true story of the expedition, and shall be delighted"
