25. VOLUNTEER SERVICE RIBBON BAR Action of Central Committee (continued) Recommendation No. 4 was approved and the Committee on Insignia, Uniforms, and Awards was authorized to work out the details for the issuance of this insignia. There was referred to the Committee, with power, the suggestion that the gold stripe might be issued after service of more than 1,000 hours. Following the recommendation made by the National Committee on Insignia, Uniforms, and Awards, in recognition of the volume of garment production engaged in by volunteers for foreign war relief shortly after the outbreak of the World War, the Central Committee at its meeting on July 9, 1945, voted: That the resolution of the Central Committee concern- ing the distribution of "the Red Cross World War II Service Ribbon Bar to any volunteer who has served with the American Red Cross for twelve (12) months within the period beginning December 7, 1941, " be amended to read "beginning January 1, 1940. 11
