WORLD WAR II RIBBON BARS FOR FOREIGNERS WHO
PARTICIPATED IN AMERICAN RED CROSS OPERATIONS OVERSEAS
To whom is it awarded?
Citizens of foreign countries who within the
war period January 1, 1940 to the official close
of the war, gave 200 hours of volunteer service
or one year's satisfactory paid service in con-
nection with Red Cross operations abroad, or
who have given, in the opinion of the American
Red Cross commissioner, delegate, or represen-
tative in the country concerned, effective ser-
vice of special significance of less than 200
hours or 12 months.
Distributed: To individuals by the American Red
Cross commissioner, delegate, or representative
in the foreign country.
