The award of the service ribbon bar should not be indiscriminate, but
should be based on reasonable evidence that continuous service has actually been
rendered to the extent indicated. It is suggested that the minutes of the Chapter
Executive Committee should carry the reference to the name and qualifications of
each worker to whom the service ribbon bar is issued.
