Note that NARA also has available the MEDList Extended with Geographic Coordinates (MED-X) files, accessioned into the Records of the Bureau of the Census (Record Group 29). The documentation contains a number of handwritten makings suggesting that the files available from the National Archives are the MATILDA, rather than the MATILDA Tract Extract files. The original file identifiers for the files obtained from the Center for Demography and Ecology match those appearing on page 5 of the original documentation and identified as the MATILDA Tract Extract files. Therefore, we determined these files to be the MATILDA Tract Extract files. Note also that the documentation describes records of 132 characters in length. The records are 129 characters in length with the 129th character a blank. THEODORE J. Following is a page copied from a sample of records printed from the 1970 Census Master Area Tract Identification, Latitude and Longitude Descriptive Array (MATILDA) Tract Extract File for Alabama, created from the records as preserved by the Electronic & Special Media Records Services Division (2002-3273). The remaining files were preservation copied on 2002-3274 through 3323. The National Archives used File Transfer Protocol (FTP) to transfer the MATILDA Tract Extract Files from the Center for Demography and Ecology. The files were then copied to a CD-ROM, in ASCII, with fixed length records. The files were then preservation copied by the National Archives on to 18-track, 37,871 bpi, 3480-class tape cartridges in ASCII, with ANSI standard labels and fixed length records. The sample dump includes an ASCII dump on the right hand side and a hexidecimal translation of the ASCII characters on the left. These filos, which contain area names data tapes willin identify geographic areas by codes only. They also serve other geographic codes, facilitate working with the 1970 census summary purposes. The counties, minor civil divisions (or census county divisions), and MCD(CCD)/place Geographic Area Code Index file (GACI) was created to join the names of states, segments with the geographic codes specific to each. Master Enumeration District List file (MEDLIST) performs the same function, the but The adds codes for individual enumeration districts and blockgroups and includes total population and housing unit counts for each area in the file. MEDLIST Extended with Coordinates (MED-X) provides, in addition to the above, The latitude and longitude coordinates for each enumeration district and blockgroup. Area Tract Identification, Latitude and Longitude Descriptive Array The Master summarizes ED and blockgroup records to the census tract level unit in the (MATILDA) found on the MED-X tape, providing total population and housing order counts as plus the average latitude and longitude coordinates for each tract. MATILDA similarly summarizes enumeration districts outside tracted areas to the place seg- MCD remainder, and MCD levels in the order as found in MED-X. Finally, ment, MATILDA includes all state, county, MCD, and place segment records found in MED-X. These have total population and housing unit counts but not coordinates. Tract Extract focuses on tracts. The state and county records from MED-X ATILDA present, but all place segment and MCD records without coordinates are eliminated. After all the place segments for a given MCD (or CCD) are presented, the next MCD and its place segments follow until all the MCD's for a given county and their place segments are presented. Then the next county follows and the pattern repeated until all the, counties in a given state and their MCD's and MCD/place segments are presented. MEDList: This file contains records for states, counties, minor civil divisions (or census county divisions), MCD(CCD)/place segments, enumeration districts and blockgroups. The file is in sort as in GACI by state by county by MCD (or CCD) by place, and then by census tract (where applicable) by ED and blockgroup. Hence, in tracted areas within MCD/place segment where applicable (including the MCD remainder) and MCD elsewhere, the ED's and blockgroups are presented in tract order with all the ED's in a tract preceding the blockgroups. sometimes, however, all the ED's in the entire place segment or MCD are presented first in tract order followed by all the blockgroups in tract order. When this happens and there are tracts composed of both ED's and blockgroups, the ED and blockgroup pieces of such tracts may not appear together. Note that blockgroups which are split by MCD, place, congressional district, annexed territory, or urbanized area boundaries will have two or more records which are not likely to appear together. These blockgroup splits are indicated by a single or double asterisk following the blockgroup number. (Also note that where blockgroups are split by the city delivery area boundary line, the MEDList records for these blockgroups pertain only to the portion inside the city de- livery area. The remainder of the blockgroup outside the city delivery area is combined with the ED in which it is located.) Outside tracted areas, ED's are in sort by MCD/place segment where applicable (including the MCD remainder) and MCD elsewhere. Note that there are records containing average latitude and longitude coordinates for place segments and MCD remainders outside tracted areas and also for entire MCD's outside tracted areas which lack places, but no records with coordinates for place segments or MCD's in tracted areas, since the coordinates were calculated for the individual tracts. However, there are records showing total population and housing unit counts taken directly from MED-X for all MCD's and place segments including those in tracted areas. MCD and place segment records lacking coordi- nates always precede records with coordinates. See Display Example IV.A. in section II.A. for a specimen tape dump of MATILDA showing the sort sequence. This can be compared to Display Example III for MED-X, which includes the same areas, to see how MATILDA was derived. MATILDA Tract Extract: This file contains records for states, counties, census tracts in tracted areas, and MCD(CCD)/place segments and MCD remainders outside. tracted areas plus MCD's (or CCD's) outside tracted areas which lack places. The file is in sort by state by county with all the records outside tracted areas appearing first in sort by MCD (or CCD) by MCD(CCD)/place segment where appli- cable (including the MCD remainder), followed by all the tracted area records in tract sort. The tract records represent summaries for entire tracts, climinating any splits, and hence may not be in MCD or place segment sort. In addition, for tracts which were split, the geographic codes and area name carried on the tract summary record will be as taken from the first ED or blockgroup in that tract and may apply to only part of the tract. Note that the records from MED-X showing total population and housing unit counts but not coordinates for MCD's and place segments have been eliminated. This means that where place segments or MCD's are tracted or where MCD's outside tracted areas have place segments, there are no records showing total population and housing (or geographic codes or area name) for these areas. File Label Formats Header and trailer labels on DUALabs' 1970 census geographic tape copies are standard IBM OS labels. Labels are classified into two required types: "Volume" labels, where "Volume" coincides with a physical tape reel, and "File" labels, where "File" has the normal meaning of a collection of related data records, more than or less than one reel. A label is always an 80-character physical record. In the conventions for the 1970 census geographic tapes, labels are restricted to the following: 1. One Volume Header (VOL1) at the beginning of each physical tape reel. 2. Two File Headers (HDR1,2) at the beginning of each file and at the be- ginning of each tape reel (following the Volume Header) within file. 3. One Volume Trailer (EOV1) if end of tape does not coincide with end of file. 4. Two File Trailers (EOF1,2) at end of file. If end of tape and end of file coincide, use only File Trailers. The rules for tape mark are: 1. One tape mark separates labels and data, occurring after all labels which precede data, and before all labels which follow data. 2. Two tape marks appear at the end of tape after EOV or EOF records. 3. If a file ends within a volume and another file is written on that volume, then one tape mark both precedes and follows the end of file labels) the next file headers appear and are separated from their data by a tape mark. Label content: As noted, the labels on DUALabs' geographic tape copies are standard IBM OS labels. The File Identifier (Data Set Name) which appears beginning in character 5 of the First File Header Label is specified for each geographic tape file on the following page. Unlabeled DUALabs' Geographic Tape Copies 1970 census geographic tape copies produced by DUALabs without labels simply contain data followed by a tape mark. In the case of state-merged files, where each state's data constitutes a separate file and there is more than one file on a reel, a tape mark separates each state's data. Federal Standard County Code - A three-digit numeric code assigned alpha- to counties within state. The codes used are those defined in FIPS PUB 6-1. 4. County of Tabulation Code - A three-digit numeric code which usually agrees with the Federal Standard County Code, unless the record was assigned an incorrect Federal County Code. In this case, the County of Tabulation Code represents a correction which should be followed in the aggregation of records. 5. Central County Code - A one-digit numeric code identifying counties that contain central cities of Standard Metropolitan Statistical Areas (SMSA's) 8 0 - Yes and 1 or No. NARA Reference Copy -15- 6. Minor Civil Division (MCD) or Census County Division (CCD) Code - A three- digit numeric code identifying a township or equivalent area, including census county divisions, assigned alphabetically within county. The codes are not consecutive, gaps are provided for use in adding now units. 7. Place Code - A four-digit numeric code identifying "place" as defined by the Bureau of the Census, assigned alphabetically to places within state, Gaps are provided. 8. place Description Code - A one-digit numeric code identifying places by type. The codes include: 1 = Central city of an SMSA only, 2 = Central city of an urbanized area only, 3 = Central city of both an SMSA and an urbanized area, 4 = other incorporated place, 5 = unincorporated place, and 7 - not a place (applies to MCD remainders). 9. Size of place Code - A two-digit code identifying places by the size group (16 groups) into which they fall on the basis of the 1970 population count. The size codes are: 00 = under 200 population 08 = 10,000 to 19,999 01 = 200 to 499 09 = 20,000 to 24,999 02 = 500 to 999 10 = 25,000 to 49,999 03 = 1,000 to 1,499 11 = 50,000 to 99,999 04 = 1,500 to 1,999 12 = 100,000 to 249,999 05 = 2,000 to 2,499 13 = 250,000 to 499,999 06 = 2,500 to 4,999 14 = 500,000 to 999,999 07 = 5,000 to 9,999 15 = 1,000,000 or more population 10. Standard Consolidated Area Code - A one-digit alphabetic code identifying metropolitan complexes around some of the Nation's largest cities, which comprise several contiguous SMSA's and additional counties that do not meet the formal integration criteria for SMSA's but do have other strong rela- tionships. The two SCA's identified to date are the New York-Northeastern New Jersey SCA (code A) and the Chicago-Northwestern Indiana SCA (code B). 11. Standard Metropolitan Statistical Area Code - A four-digit numeric code assigned to SMSA's alphabetically within the U.S. An SMSA is a county or group of counties containing at least one city of 50,000 or more population, plus any adjacent counties which are metropolitan in character and eco- nomically and socially integrated with the central county or counties. In New England the unit is a town rather than a county. One or more central cities are identified for each SMSA. SMSA boundaries may cross state lines. The codes used are those defined in FIPS PUB 8. 12. Urbanized Area Code - A four-digit numeric code identifying urbanized areas within the U.S. An urbanized area is a city (or twin cities) of 50,000 or more population (central city) plus the surrounding densely settled incor- porated and unincorporated areas which meet certain criteria of population statistics or density. UA'S differ from SMSA's chiefly in excluding the rural portions of counties composing the SMSA's and excluding those places separated by rural territory from the densely populated fringe around the central city. 13. Tracted Area Code - A four-digit numeric code identifying tracted areas within the U.S. Tracted areas are usually SMSA's but may also include adjacent areas (non-SMSA cities and counties) NARA Reference Copy -16- 14. Universal Area Prefix Code - A one-digit numeric code indicating the level of a versal Area code. The levels are: 1 If County, 2 - New England Town, 3 = City, and 4 = Central Business District. 15. Universal Area Code - A five-digit numeric code assigned within the U.S. to all central citics of SMSA's and to the central business districts of all cities of 100,000 or more population, all places of 20,000 and over, to county remainders, and to all other counties. 16. State Economic Area Code - A two-digit numeric code or a one-digit alphabetic code assigned within state to single counties or groups of counties which are relatively homogeneous with respect to economic and social characteristics. 17. Economic Sub-Region Code - A three-digit numeric code assigned within the U.S. to combinations of the 509 state economic areas, each grouping bringing together those SEA's which are more closely related in terms of their eco- nomic and social characteristics. ESR boundaries frequently cross state lines. 18. Central Business District Code - A. one-digit numeric code indicating which ED's and blockgroups are to be tabulated as part of a CBD: 0 = Yes and 1 - No. Only used for cities of 100,000 or more population. 19. Area Name - 30 characters provided for alphabetic spelling of state, county, MCD (or CCD), or place name. 20-21. Tract Code (Basic and Suffix) - A six-digit numeric code assigned within county to census tracts as defined for the 1970 census. The first four digits identify the "basic" tract, while the final two identify a subdivision into two or more tracts of what was originally a single tract (e.g., in 1960). There is an implied period or hyphen between the fourth and fifth digits. Bureau of the Census publications and maps eliminate the fifth and sixth digits if they are both zeroes. The tract code is always unique within county (as noted), usually unique within SMSA, and, in a few instances, unique within state. 22. Blockgroup Code - A one-digit numeric code assigned within tract to combina- tions of contiguous blocks having a combined average population of about 1,000. On the Census Metropolitan Maps, the first digit of the three-digit block-number indicates the blockgroup code. Used only in those areas covered by an Address Coding Guide. 23-24. Enumeration District Code (Basic and Suffix) - A four-digit numeric basic code plus a one-digit alphabetic suffix code (where applicable) assigned to ED's within county. The suffix code is used to indicate parts of ED's split by area boundaries such as congressional district or split for administrative convenience in taking the census. 25. Urban/Rural Classification Code - A one-digit numeric code classifying ED's and blockgroups as urban, rural, or a combination of these: 0 - urban, 1 a rural, and 2 = mixed. 26. Ward Code - A two-digit code given to political subdivisions of a city used for voting and administrative purposes. Appears only on ED records. 27. Congressional District Code - A two-digit numeric code identifying congres- sional districts as designated by state legislatures, except that zero is used to precede one-digit numbers and 01 is used to identify areas in which members of Congress are elected at large rather than by district. NARA Reference Copy -17- 28. Housing count - Count of all housing units, occupied and vacant, for the area designated by the codes. Seven characters are provided for this count. 29. Population Count - Count of all persons for the area designated by the codes. Eight characters are provided for this count. 30. Longitude - Longitude of the population midpoint of the area designated by the codes (average longitude for MATILDA and MATILDA Tract Extract records summarized from ED's and blockgroups). Note that longitude is not shown for ED's with both zero population and housing. (This does not affect the average longitude for MATILDA and MATILDA Tract Extract records.) Longitude is expressed in degrees and decimal equivalents of minutes and seconds as follows: three leading zeroes, three places for degrees, and four decimals. Blockgroups with both zero population and housing are not included in any of the geographic tape files. ED's with zero population and housing, however, are shown. Note that for plotting the latitude and longitude coordinates on a map, the user must know the map projection being used. A FORTRAN routine for converting to Mercator or other projections is available. For further information, contact the Naval Oceanographic Office in Suitland, Md. For converting coordinates into miles, one degree of latitude is equal to 60 nautical miles (69 statute miles) , one degree of longitude is a function of the cosine of the latitude. The two SCA's identified to date are the New York-Northeastern\nNew Jersey SCA (code A) and the Chicago-Northwestern Indiana SCA (code B).\n11. Standard Metropolitan Statistical Area Code - A four-digit numeric code\nassigned to SMSA's alphabetically within the U.S. An SMSA is a county or\ngroup of counties containing at least one city of 50,000 or more population,\nplus any adjacent counties which are metropolitan in character and eco-\nnomically and socially integrated with the central county or counties. In\nNew England the unit is a town rather than a county. One or more central\ncities are identified for each SMSA. SMSA boundaries may cross state lines.\nThe codes used are those defined in FIPS PUB 8.\n12. Urbanized Area Code - A four-digit numeric code identifying urbanized areas\nwithin the U.S. An urbanized area is a city (or twin cities) of 50,000 or\nmore population (central city) plus the surrounding densely settled incor-\nporated and unincorporated areas which meet certain criteria of population\nstatistics or density. UA'S differ from SMSA's chiefly in excluding the\nrural portions of counties composing the SMSA's and excluding those places\nseparated by rural territory from the densely populated fringe around the\ncentral city.\n13. Tracted Area Code - A four-digit numeric code identifying tracted areas\nwithin the U.S. Tracted areas are usually SMSA's but may also include\nadjacent areas (non-SMSA cities and counties)\nNARA Reference Copy\n-16-\n14. Universal Area Prefix Code - A one-digit numeric code indicating the level\nof a versal Area code. The levels are: 1 If County, 2 - New England Town,\n3 = City, and 4 = Central Business District.\n15. Universal Area Code - A five-digit numeric code assigned within the U.S. to\nall central citics of SMSA's and to the central business districts of all\ncities of 100,000 or more population, all places of 20,000 and over, to\ncounty remainders, and to all other counties.\n16. State Economic Area Code - A two-digit numeric code or a one-digit alphabetic\ncode assigned within state to single counties or groups of counties which\nare relatively homogeneous with respect to economic and social characteristics.\n17. Economic Sub-Region Code - A three-digit numeric code assigned within the\nU.S. to combinations of the 509 state economic areas, each grouping bringing\ntogether those SEA's which are more closely related in terms of their eco-\nnomic and social characteristics. ESR boundaries frequently cross state lines.\n18. Central Business District Code - A. one-digit numeric code indicating which\nED's and blockgroups are to be tabulated as part of a CBD: 0 = Yes and 1 -\nNo. Only used for cities of 100,000 or more population.\n19. Area Name - 30 characters provided for alphabetic spelling of state, county,\nMCD (or CCD), or place name.\n20-21. Tract Code (Basic and Suffix) - A six-digit numeric code assigned within county\nto census tracts as defined for the 1970 census. The first four digits\nidentify the \"basic\" tract, while the final two identify a subdivision into\ntwo or more tracts of what was originally a single tract (e.g., in 1960).\nThere is an implied period or hyphen between the fourth and fifth digits.\nBureau of the Census publications and maps eliminate the fifth and sixth\ndigits if they are both zeroes. The tract code is always unique within\ncounty (as noted), usually unique within SMSA, and, in a few instances,\nunique within state.\n22. Blockgroup Code - A one-digit numeric code assigned within tract to combina-\ntions of contiguous blocks having a combined average population of about\n1,000. On the Census Metropolitan Maps, the first digit of the three-digit\nblock-number indicates the blockgroup code. Used only in those areas covered\nby an Address Coding Guide.\n23-24. Enumeration District Code (Basic and Suffix) - A four-digit numeric basic\ncode plus a one-digit alphabetic suffix code (where applicable) assigned to\nED's within county. The suffix code is used to indicate parts of ED's split\nby area boundaries such as congressional district or split for administrative\nconvenience in taking the census.\n25. Urban/Rural Classification Code - A one-digit numeric code classifying ED's\nand blockgroups as urban, rural, or a combination of these: 0 - urban,\n1 a rural, and 2 = mixed.\n26. Ward Code - A two-digit code given to political subdivisions of a city used\nfor voting and administrative purposes. Appears only on ED records.\n27.
