Donated Materials of the Center for Immigration Research (Donated Materials Group CIR)
The Germans to America, Italians to America, and Russians to America Passenger Data Files came
to the National Archives (NARA) together and with a minimum of introductory or explanatory
documentation. In the absence of any detailed documentation, NWME staff reviewed other NARA
materials about the original passenger lists, as well as the donor's publications based on the
passenger lists. The bibliography lists the published volumes consulted. Below is a summary of what
NWME staff has learned about the Passenger Data Files.
Background of the published volumes of passenger lists and Passenger Data Files
The published volumes of passenger lists and the Passenger Data Files consist of information
extracted by the Center for Immigration Research (CIR), under the direction of Ira A. Glazier, from
original ship manifests that were on deposit at Temple University Library and Balch Institute for
Ethnic Studies, Philadelphia, PA. The manifests have been returned to the appropriate National
Archives regional facilities. They are part of the Records of the U.S. Customs Service (Record
Group 36). Prior to depositing the manifests with Temple University Library and Balch Institute in
1977, the National Archives microfilmed the passenger lists. For some of the microfilm
publications, the National Archives included copies of passenger lists that were filed with other
agencies, such as the Secretary of State or local government customhouses, "as substitutes for
missing or illegible original documents." Researchers seeking the original passenger lists (ship
manifests) should consult the microfilm publications (listed below), which are available at the
National Archives Building in Washington, D.C., and at various National Archives regional
facilities.
According to the forewords and introductions to their published volumes, the Center for Immigration
Research at the Balch Institute (also listed as the Temple-Balch Center for Immigration Research)
prepared data bases with information from the original ship manifests in order to publish the
passenger lists for both genealogists and historians. In his foreword to the Germans to America,
Volume 1, January 1850-May 1851, editor P. William Filby notes how the lack of indices for many
of the original passenger lists housed at the National Archives limited a researcher's ability to locate
specific immigrants. He points out that the Temple-Balch Center for Immigration Research's
publication of the passenger lists, with an index for each volume, was intended to aid genealogists in
locating individual passenger records. Glazier, in Migration from the Russian Empire, volume 1,
January 1875-September 1882, states that "[h]istorians and genealogists in the field of immigration

research have relied on aggregate level data to examine the development, extent, and character of
population movements. With information available in these volumes, researchers will be able to go
beyond gross statistical profiles to study these movements at the level of microhistory - to follow
individuals and families ,,,2 The data base format, especially in electronic form, lends itself to
statistical studies. The introductions in the published volumes provide a historical background on the
migration of the particular nationality (Germans, Russians, or Italians) with accompanying statistical
tables from various sources including from the Temple-Balch Center for Immigration Research.
How CIR compiled the published volumes of passenger lists
The introductions to the published volumes also provide some information on the criteria used in
extracting data from the original ship manifests for the data bases used to reproduce the passenger
lists in the published volumes. Although the donor material indicates that portions of the Passenger
Data Files are directly related to their published volumes and some of documentation for
the data files echoes the criteria provided in the published volumes, NARA staff do not know the
extent to which the donor used the same criteria for the data bases as for the published volumes.
There appear to be ship manifests included in the data files that are not included in the respective
published volumes and the time periods covered differ.
Germans to America
For the Germans to America published volumes, Glazier explains:
In the 1850-1855 volumes, these lists contain a minimum of 80 percent German surnames
and are published in their entirety. Starting in 1856 the selection criterion changes to include
all ships with German passengers, regardless of the percentage. Unlike the previous volumes,
only those calling themselves Germans are now listed; all other passenger names are deleted.
It should be noted that after 1856 these German immigrants include those coming not only
from German states or territories but also from countries such as France, Switzerland, or
Luxemburg.³
Some of the passengers who called themselves Germans, and who thus were included in the
publications, gave a place of last residence in the United States. The editors suggest that these
passengers may have already settled in America, but traveled back to Germany and upon re-entering
the United States reported their American residence, yet identified their nationality as German. 4 The
Germans to America published volumes include passenger lists of those arriving at the ports of New
York, New York; Baltimore, Maryland; New Orleans, Louisiana; Philadelphia, Pennsylvania; and
Boston, Massachusetts.
For the Germans to America Passenger Data File, the documentation (README. TXT printout)
indicates that "France, Switzerland and Luxemburg are included in the German group but are

identified by distinct nationality codes" and "USA appears as a nationality code in the German and
other groups as migrants who were returning from Germany but who already resided in the U.S.
[and] reported U.S. as their country of origin." NARA staff assume these nationality codes are the
country of origin codes. According to the data in the Country of Origin field, there are also records
in the Germans to America Passenger Data File for passengers from countries other than USA,
Germany, France, Switzerland, and Luxemburg. For some of the records, the Country of Origin field
contains a code for a specific "German" state, city, or region, such as Hessen or Saxony, instead of
Germany. Some of the codes used in the Country of Origin field appear in more than one of the
Passenger Data Files. The Germans to America Passenger Data File contains records of passengers
arriving at the ports of New York, Boston, Baltimore, New Orleans, and Philadelphia (see NARA-
prepared Supplementary User Note 1).
Italians to America
For the Italians to America published volumes, Italian passengers on the original ship manifests
"who disembarked at New York are published in their entirety; the names of non-Italian passengers
are deleted.' As in the case of the Germans to America published volumes, some passengers who
already resided in the United States provided their American residence, but reported their nationality
as Italian. Currently, the Italians to America published volumes cover the time period of 1880
through October 1902.
As described in the NARA-prepared Supplementary user Note 1 for the data files, the Italians to
America Passenger Data File contains a few records of passengers arriving at the ports of Boston,
Baltimore, New Orleans, and Philadelphia, although most of the passenger records are of those
arriving at the port of New York. Also, according to the Country of Origin field, there are also some
records in the Italians to America Passenger Data File for passengers from countries other than USA
and Italy or specific Italian regions or states. Some of the codes used in the Country of Origin field
appear in more than one of the Passenger Data Files. The Italians to America Passenger Data File
contains records dating from 1855 to 1900.
Migration from the Russian Empire
For the Migration from the Russian Empire: Lists of Passengers Arriving at the Port of New York
published volumes, "passengers of Russian nationality - Poles, Finns, and Russians - are given here
in their entirety, while records of non-Russian nationals are excluded.' Although the subtitle, Lists
of Passengers Arriving at the Port of New York, suggests that only passengers arriving at the port of
New York are included in the publication, the published volumes include passenger lists from other
ports such as Baltimore and Philadelphia. Currently, the Migration from the Russian Empire
published volumes include passenger lists dating from 1875 through June 1891.
For the Russians to America Passenger Data File, the documentation (ReadMe.txt file) states that the
"Russian Empire includes Poland, Finland, Lithuania, Ukraine and Armenia." According to the

codes for the Country of Origin field, there are also records for other areas or ethnic groups. Some of
the codes used in the Country of Origin field appear in more than one of the Passenger Data Files.
The Russians to America Passenger Data File contains records of passengers arriving at the ports of
Boston, Baltimore, New Orleans, and Philadelphia, along with New York (see NARA-prepared
Supplementary User Note 1).
What information is on the original passenger lists (ship manifests)
The Passenger Lists Data Files are extracts of information from the original passenger lists or ship
manifests created between 1834 and 1900. In general, the original passenger lists contain
information on the ship, including the name of vessel, port of embarkation, date of arrival, port of
arrival, and/or name of master of the vessel, and information on the passengers, including name, age,
sex, occupation, country to which he/she belongs or nationality, destination, and/or last residence.
The amount of information captured and the uniformity with which it was recorded varies, along
with the legibility and condition of the lists. The Federal government did not established procedures
for recording the arrival of immigrants in the United States until 1882. A passenger's destination
may be recorded as a specific city or the United States in general. Some passenger lists may not
include some information, such as occupation or last residence, for some or all of the passengers.
And, as Glazier points out in the introduction to Migration from the Russian Empire:
Information in the passenger lists regarding nationality changed several times during the
nineteenth century. Until 1882 passenger lists gave the name of the country to which the
passengers belonged. This was interpreted to mean either country of citizenship, country of
last residence, or country of birth. Beginning in 1882, however, immigrants were required to
name their native country, citizenship, or country of birth. From 1898 to 1934 passengers
lists recorded aliens according to race, religion, or people, in addition to country of origin.⁷
Hence, as already mentioned, passengers may have reported a place of last residence in the United
States but identified their nationality as German, Italian, Russian, etc.
In addition, many passengers took an indirect route to the United States so the port of embarkation
listed on the passenger lists does not necessarily correspond to or reflect the passenger's actual place
of last residence. For example, German emigrants may have left from a German port and sailed to
England, where they took another ship and/or left from a different port to the United States. As
previously noted, the passenger lists also contain information on non-immigrants, such as U.S.
citizens returning to the United States.
For more information about the original passenger lists, researchers may wish to consult the National
Archives' Guide to Genealogical Research in the National Archives of the United States, the
materials available on the National Archives website, the National Archives' pamphlets
accompanying the microfilm publications of the passenger lists, or other genealogical resources.
The Passenger Lists Data Files reflect the unique characteristics of the original passenger lists. In
some of the Passenger Lists Data Files records, dashes or question marks may indicate illegible

letters that could not be transcribed. There may be variations in spellings as recorded in the original
passenger records or as a result of interpreting handwriting that was difficult to read. For some of the
fields, a "U" for unknown or blank may indicate that piece of information was not captured in the
original passenger record. The donors may have not transcribed or extracted all passenger lists for a
given port or time period because of the unreadable condition of the passenger list or because it did
not fit the donor's criteria for extraction. The Transit and/or Travel Compartment field contains
codes that account for U.S. citizens, non-citizens returning to the United States, or those traveling to
countries other than the U.S., in addition to immigrants planning to stay in the United States.

America, 1834-1897, files for accessibility online via the Access to Archival Databases (AAD)
resource, NARA staff noted additional information regarding the data files and code tables.
Passenger Data Files (CIR0603_GRM_Y5097; CIR0603_ITL_Y5500; CIR_RUS_Y3497)
1. Some of the records in the Germans to America, Italians to America, and Russians to America
Passenger Data Files contain characters that are not listed on the code lists, miscellaneous characters,
or obvious typographical errors in one or more of the fields. For example, in the Germans to
America Passenger Data File, the City/Town of Last Residence field for some of the records lists
"Born At Sea," although the data in the Age field shows an age older than one year old and an
occupation other than infant (INF) is listed in the Occupation field. In the Italians to America
Passenger Data File, the Last Name field for several of the records consist of dashes
(-----), "#NAME?," or a question mark. In some cases, dashes or question marks may indicate
illegible letters that could not be transcribed. Also, for some records, one or more of the fields may
be blank.
2. In the Last Name field (LN), sometimes only an initial is provided. In the First Name field (FN),
the names are sometimes abbreviated, such as "Geo.," or only initials are used. A "U" in either field
may mean the last name or first name is unknown.
3. For the Age field (AGE), the Age Code Table (CIR0603_AGECOD) did not include a meaning for
code 900. Based on the other codes used to denote months old, staff inferred the meaning of "Infant
in months: 00" for code 900.
4. NARA staff assume the nationality codes referred to in the documentation (README.TXT
printout) are the codes used for the Country of Origin field (COUNTRY) and are listed in the
Country Code Table (CIR0603_CTYCOD), German Group Code Table (CIR0603_GGRPCOD),
Italian Group Table (CIR0603_IGRPCOD); and Russian Group Code Table (CIR0603_RGRPCOD).
The Country Code Table can be used for the Country of Origin Field in all three Passenger Data
Files. See also the notes for Country Code Table and Group Code Tables below. In AAD, the codes
in the Country of Origin code table are limited to the codes used in the records of the separate
Passenger Data Files.
5. The City/Town of Last Residence field (LRES) and Destination City/County field (DEST) are not
coded fields. These fields contain the city, town, and/or country name as appropriate. The
documentation (README.TXT printout) suggests that the donor may have edited or standardized

the spellings of the place names. See also the notes for Village Code Tables and Destination Code
Tables below. A "U" in these fields means unknown.
6. For the Transit and/or Travel Compartment field (PASG), the donors combined the codes for
transit and travel compartment into a single field, but they provided separate code tables. To make
the data available on AAD, NARA staff combined the code tables to create a single code table for
this field. The first character in the Transit and/or Travel Compartment field is the transit code (see
table CIR0603_TRNCOD) and the second and third characters are the travel compartment code (see
table CIR0603_TRVCOD). In some of the records, this field may contain one valid code, either the
transit code or travel compartment code, and characters not listed on the code tables. Values in the
records that do not seem to represent valid codes from both code tables are not included in the code
list so in AAD the "meaning" will display as "undefined code." In these instances, users may be able
to use the code tables provided by the donors to obtain a partial meaning for the code. Some of the
records may contain characters not included on either code table. A "U" in this field may mean
unknown.
Manifest Header Data File (CIR0603_HDRSDAT)
1. The Manifest Identification Number (MID field in both the Manifest Header Data File and
Passenger Data Files) also indicates the Port of Arrival. The charts below indicate the range of Port
of Arrival codes per port, as listed in the Port of Arrival Code Table (CIRF0603_PRTCOD), the data
in the Manifest Header Data File, and the number of records that fall within each range.

Staff compared the manifest identification numbers of those records with the arrival dates that fall
outside the coverage dates with the manifest identification numbers in each of the passenger data
files and determined that no passenger records contain a manifest identification number with any of
these dates. See the Supplemental NARA Processing Materials folder for list of all the manifest
identification numbers with arrival dates that fall outside the coverage dates and extracts from
AERIC verification reports showing the passenger records do not contain those manifest
identification numbers.
Destination Code Table (CIR0603_DSTCOD) and
Village Code Tables (CIR0603_GVILCOD; CIR0603_IVILCOD; CIR0603_RVILCOD)
1. The Destination Code Table and Village Code Tables contain multiple spellings for the place
names and a field 'P' to identify the proposed correct spelling. The donor documentation
(README.TXT printout) indicates a blank in the 'P' field indicates the "suggested right spelling" in
the Village Code Tables, and an asterisk (*) in the 'P' field indicates the "suggested right spelling" in
the Destination Code Table.
In addition, the City/Town of Last Residence field (LRES) and Destination City/County field
(DEST) in the passenger data files are not coded fields. The donor documentation, including the
Destination Code Table and Village Code Tables, suggests that the donor may have edited or
standardized the spellings of the place names.
Country Code Table (CIR0603-CTYCOD) and
Group Code Tables (CIR0603_GGRPCOD; CIR0603_IGRPCOD; CIR0603_RGRPCOD)
1. The donor's documentation includes a composite Country Code Table and three Group Code
Tables and the codes in them are the codes for the Country of Origin field. The codes and meanings
in the Country Code Table are the same as the codes and meanings in the three Group Code Tables.
The Group Code Tables only contain those codes related to a specific group. For example, the
German Group Code Table contains codes for Germany, Switzerland, Luxemburg, Prussia, Bavaria,

etc. However, codes other than those listed in a Group Code Table may appear in the corresponding
Passenger Data File. For example, the German Passenger Data File contains records with the code
"009" meaning Sweden in the Country of Origin field (COUNTRY), but code "009" meaning
Sweden is not included on the German Group Code Table. In AAD, the Country of Origin code
table for each of the Passenger Data Files includes only the codes from the donor's Country Code
Table found in the passenger records of the respective Passenger Data File. For the Country of
Origin field in any of the Passenger Data Files, researchers using these records independent of AAD
should use the Country Code Table.

Donated Materials Group CIR
File Format: On June 4, 2003, the Electronic and Special Media Records Services Division
(NWME) received replacement data for the immigrants to America series originally received in
July 2000. The materials were provided as a series of 22 tables (4 data files, 3 summary statistic
reports, and 15 code table files) in MSAccess 2000. On May 9, 2003, staff of NWME exported
the 15 tables out of MSAccess 2000 to the ASCII comma separated values (.CSV) format for
purposes of archival preservation. The summary statistic and code files were also printed.
The specific format in which the files were saved was the CSV (comma separated values)
format. The following description of the CSV format is from the Microsoft homepage section
for Excel:
CSV (Comma delimited) format
The CSV (Comma delimited) file format saves only the text and values as they are
displayed in cells of the active worksheet. All rows and all characters in each cell are
saved. Columns of data are separated by commas, and each row of data ends in a
carriage return. If a cell contains a comma, the cell contents are enclosed in double
quotation marks.
If cells display formulas instead of formula values, the formulas are converted as text.
All formatting, graphics, objects, and other worksheet contents are lost.
Note If your workbook contains special font characters such as a copyright symbol
(©), and you will be using the converted text file on a computer with a different
operating system, save the workbook in the text file format appropriate for that
system. For example, if you are using Windows and want to use the text file on a
Macintosh computer, save the file in the CSV (Macintosh) format. If you are using a
Macintosh computer and want to use the text file on a system running Windows or
Windows NT, save the file in the CSV (Windows) format.

In the absence of any detailed documentation, NWME staff reviewed other NARA\nmaterials about the original passenger lists, as well as the donor's publications based on the\npassenger lists. The bibliography lists the published volumes consulted. Below is a summary of what\nNWME staff has learned about the Passenger Data Files.\nBackground of the published volumes of passenger lists and Passenger Data Files\nThe published volumes of passenger lists and the Passenger Data Files consist of information\nextracted by the Center for Immigration Research (CIR), under the direction of Ira A. Glazier, from\noriginal ship manifests that were on deposit at Temple University Library and Balch Institute for\nEthnic Studies, Philadelphia, PA. The manifests have been returned to the appropriate National\nArchives regional facilities. They are part of the Records of the U.S. Customs Service (Record\nGroup 36). Prior to depositing the manifests with Temple University Library and Balch Institute in\n1977, the National Archives microfilmed the passenger lists. For some of the microfilm\npublications, the National Archives included copies of passenger lists that were filed with other\nagencies, such as the Secretary of State or local government customhouses, \"as substitutes for\nmissing or illegible original documents.\" Researchers seeking the original passenger lists (ship\nmanifests) should consult the microfilm publications (listed below), which are available at the\nNational Archives Building in Washington, D.C., and at various National Archives regional\nfacilities.\nAccording to the forewords and introductions to their published volumes, the Center for Immigration\nResearch at the Balch Institute (also listed as the Temple-Balch Center for Immigration Research)\nprepared data bases with information from the original ship manifests in order to publish the\npassenger lists for both genealogists and historians. In his foreword to the Germans to America,\nVolume 1, January 1850-May 1851, editor P. William Filby notes how the lack of indices for many\nof the original passenger lists housed at the National Archives limited a researcher's ability to locate\nspecific immigrants. He points out that the Temple-Balch Center for Immigration Research's\npublication of the passenger lists, with an index for each volume, was intended to aid genealogists in\nlocating individual passenger records. Glazier, in Migration from the Russian Empire, volume 1,\nJanuary 1875-September 1882, states that \"[h]istorians and genealogists in the field of immigration\n1 National Archives, \"Pamphlet Accompanying Microcopy No. 237, Passenger Lists of Vessels Arriving at New York,\n1820-1897 [Microfilm Publication M237]\" (Washington, DC: National Archives and Records Services, 1962), 2. With information available in these volumes, researchers will be able to go\nbeyond gross statistical profiles to study these movements at the level of microhistory - to follow\nindividuals and families ,,,2 The data base format, especially in electronic form, lends itself to\nstatistical studies. The introductions in the published volumes provide a historical background on the\nmigration of the particular nationality (Germans, Russians, or Italians) with accompanying statistical\ntables from various sources including from the Temple-Balch Center for Immigration Research.\nHow CIR compiled the published volumes of passenger lists\nThe introductions to the published volumes also provide some information on the criteria used in\nextracting data from the original ship manifests for the data bases used to reproduce the passenger\nlists in the published volumes. Although the donor material indicates that portions of the Passenger\nData Files are directly related to their published volumes and some of documentation for\nthe data files echoes the criteria provided in the published volumes, NARA staff do not know the\nextent to which the donor used the same criteria for the data bases as for the published volumes.\nThere appear to be ship manifests included in the data files that are not included in the respective\npublished volumes and the time periods covered differ.\nGermans to America\nFor the Germans to America published volumes, Glazier explains:\nIn the 1850-1855 volumes, these lists contain a minimum of 80 percent German surnames\nand are published in their entirety. Starting in 1856 the selection criterion changes to include\nall ships with German passengers, regardless of the percentage. Unlike the previous volumes,\nonly those calling themselves Germans are now listed; all other passenger names are deleted.\nIt should be noted that after 1856 these German immigrants include those coming not only\nfrom German states or territories but also from countries such as France, Switzerland, or\nLuxemburg.³\nSome of the passengers who called themselves Germans, and who thus were included in the\npublications, gave a place of last residence in the United States. The editors suggest that these\npassengers may have already settled in America, but traveled back to Germany and upon re-entering\nthe United States reported their American residence, yet identified their nationality as German. 4 The\nGermans to America published volumes include passenger lists of those arriving at the ports of New\nYork, New York; Baltimore, Maryland; New Orleans, Louisiana; Philadelphia, Pennsylvania; and\nBoston, Massachusetts.\nFor the Germans to America Passenger Data File, the documentation (README. Although the subtitle, Lists\nof Passengers Arriving at the Port of New York, suggests that only passengers arriving at the port of\nNew York are included in the publication, the published volumes include passenger lists from other\nports such as Baltimore and Philadelphia. In general, the original passenger lists contain\ninformation on the ship, including the name of vessel, port of embarkation, date of arrival, port of\narrival, and/or name of master of the vessel, and information on the passengers, including name, age,\nsex, occupation, country to which he/she belongs or nationality, destination, and/or last residence.\nThe amount of information captured and the uniformity with which it was recorded varies, along\nwith the legibility and condition of the lists. The Federal government did not established procedures\nfor recording the arrival of immigrants in the United States until 1882. A passenger's destination\nmay be recorded as a specific city or the United States in general. Some passenger lists may not\ninclude some information, such as occupation or last residence, for some or all of the passengers.\nAnd, as Glazier points out in the introduction to Migration from the Russian Empire:\nInformation in the passenger lists regarding nationality changed several times during the\nnineteenth century. Until 1882 passenger lists gave the name of the country to which the\npassengers belonged. This was interpreted to mean either country of citizenship, country of\nlast residence, or country of birth. Beginning in 1882, however, immigrants were required to\nname their native country, citizenship, or country of birth. From 1898 to 1934 passengers\nlists recorded aliens according to race, religion, or people, in addition to country of origin.⁷\nHence, as already mentioned, passengers may have reported a place of last residence in the United\nStates but identified their nationality as German, Italian, Russian, etc.\nIn addition, many passengers took an indirect route to the United States so the port of embarkation\nlisted on the passenger lists does not necessarily correspond to or reflect the passenger's actual place\nof last residence. For example, German emigrants may have left from a German port and sailed to\nEngland, where they took another ship and/or left from a different port to the United States. As\npreviously noted, the passenger lists also contain information on non-immigrants, such as U.S.\ncitizens returning to the United States.\nFor more information about the original passenger lists, researchers may wish to consult the National\nArchives' Guide to Genealogical Research in the National Archives of the United States, the\nmaterials available on the National Archives website, the National Archives' pamphlets\naccompanying the microfilm publications of the passenger lists, or other genealogical resources.\nThe Passenger Lists Data Files reflect the unique characteristics of the original passenger lists.
