or teach the duty, necessity, or propriety of the unlaw ful assaulting or killing of any officer or officers, either of
specific individuals or of officers generally, of the Governmet of the United States or of any other organized government,
because of his or their official character, nor has he violated any of the provisions of the Act of Congress entitled "An Act
to regulate the Immigration of Aliens into the United States," approved March 3, I903.
