At home in the morning President called me several times regarding
his speech at the Columbia Bi-Centennial Dinner. He wanted to change
the second paragraph on Page 6 from "the protection of the nations
vital secrets" to "the protection of the nation's obvious interests. 11
He did this so that McCarthy could not say he would be perfectly
willing not to get vital secrets but that everything else should be given
to him. The second time the President called was to read a paragraph
which he wanted to insert which slams McCarthy fairly hard and outlines
the Constitutional principal which the President believes in the present
controversy. During our telephone conversation the President indicated
that he was going to make this a finished fight with McCarthy - He believed
the question was a fundamental Constitutional one and was going to the
people with it.
