    "ocrText": "S. 2150-4\ndivision thereof, but such exemption shall not extend to contractors for\nthe Corporation.\nSERVICES AND FACILITIES OF OTHER AGENCIES\nSEC. 8. (a) The Corporation may, with the consent of the agency\nconcerned, accept and utilize, on a reimbursable basis, the officers,\nemployees, services, facilities, and information of any agency of the\nFederal Government, except that any such agency having custody of\nany data relating to any of the matters within the jurisdiction of the\nCorporation shall, upon request of the Administrator, make such data\navailable to the Corporation without reimbursement.\n(b) The Corporation shall contribute to the civil-service retirement\nand disability fund, on the basis of annual billings as determined by\nthe Civil Service Commission, for the Government's share of the cost\nof the civil-service retirement system applicable to the Corporation's\nemployees and their beneficiaries. The Corporation shall also con-\ntribute to the employee's compensation fund, on the basis of annual\nbillings as determined by the Secretary of Labor, for the benefit pay-\nments made from such fund on account of the Corporation's employees.\nThe annual billings shall also include a statement of the fair portion\nof the cost of the administration of the respective funds, which shall\nbe paid by the Corporation into the Treasury as miscellaneous receipts.\nMISAPPROPRIATION OF FUNDS\nSEC. 9. (a) All general penal statutes relating to the larceny, em-\nbezzlement, or conversion, of public moneys or property of the United\nStates shall apply to the moneys and property of the Corporation.\n(b) Any person who, with intent to defraud the Corporation, or\nto deceive any director, officer, or employee of the Corporation or any\nofficer or employee of the United States, (1) makes any false entry\nin any book of the Corporation, or (2) makes any false report or state-\nment for the Corporation, shall, upon conviction thereof, be fined not\nmore than $10,000 or imprisoned not more than five years, or both.\n(c) Any person who shall receive any compensation, rebate, or\nreward, or shall enter into any conspiracy, collusion, or agreement,\nexpress or implied, with intent to defraud the Corporation or wrong-\nfully and unlawfully to defeat its purposes, shall, on conviction\nthereof, be fined not more than $5,000 or imprisoned not more than five\nyears, or both.\nREPORTS TO CONGRESS\nSEC. 10. The Corporation shall submit to the President for trans-\nmission to the Congress at the beginning of each regular session an\nannual report of its operations under this Act.\nSEPARABILITY OF PROVISIONS\nSEC. 11. If any provision of this Act or the application of such pro-\nvision to any person or circumstances shall be held invalid, the remain-\nder of the Act and the application of such provision to persons or\ncircumstances other than those to which it is held invalid shall not\nbe affected thereby.\nRATES OF CHARGES OR TOLLS\nSEC. 12. (a) The Corporation is further authorized and directed to\nnegotiate with the Saint Lawrence Seaway Authority of Canada, or\nsuch other agency as may be designated by the Government of Canada,"
