I 19. The participation of US MFA&A Branch in the Dissolution of the Nazi Party and affiliated organizations is discussed, in accordance with the Draft Directive (ref. 2-d) and JCS 1067 (ref. 3-a) , in a memorandum of this Branch on this subject (ref. 5-d) US MFA&CA participation is proposed as purely advisory, lonking toward preservation, and ultimate disposition on a tripartite basis, of: a. Works of art and other cultural material in Nazi possession. of which custody is taken by Property Control. b. The contents of museums of Nazi inception and of Nazi symbols and similar objects as defined in JCS 1067 (ref. 3-a) Such objects will first be seized by Public Safety Officers and then pass into custody of Property Control. O. Documents, records, and archives. These will either be seized inr removal and exploitation by Intelligence agencies or will be seized and secured by local Military Government Detachments. 20. A tentative list of agencies of the Nazi Party and affiliated organizations in which the US MFA&CA Branch might have a special interest is attached as Inclosure 2. 21. Nazi property and records are peculiarly liable to loss in the initial occupation, either through deliberate des - truction or through civilian looting or through souvenir-hunting by Allied personnel or through hasty exploitation by advanced Intelligenc agencies. Discussions are now in progress in various interested quarters to formulate measures to minimize such loss. This Branch will endeavor to follow these discussions and to formulate its plans in accordance with their results so as to ensure that the interests of Tripartite CC and of the Military Government in the US Zone in Phase II are given due consideration. 22. MFA8cA in the US Sector, Berlin Area, initially dealt with by a MFA8A Officer on the starf of the Berlin District Commander, will be the concern of the Technical Staff of the US member of the Kommendatura. Should it later eventuate that there is not enough work to give one MFA&CA officer full-time employment, his MFA&cA functions might well be assigned as an extra function to another officer on the Kommendatura staff, but in any case technical channels between this Staff and the MFA&A Branch should not be blocked. Normal command channels will be followed in matters of policy. A list of monuments, museums, libraries, archives and similar cultural institutions in the US Sector of BERLIN is attached as Inclosure 3. 23. Control of MFA&:A in the US Zone will initially be exercised by US MFA&A Officers under Supreme Hqs, AEF. Control at the Military Government District (Land/Frovinz) level should be cantinuous from Phase I into Phase II, in accordance with the following general policies: a. Initially to close all monuments not of daily public use (as churches or town-halls and cultural institutions and to maintain only the minimum approved staff necessary for their protection and upkeep, until other personnel are vetted and records and contents are examined.
