To reopen such buildings as early a's is consistent with the security and operation of "military government in. order to provide the civilian population with means of entertáinment and instruction. Reopening should take place only under approved personnel and after exhibits or material of Nazi import have been removed from public 'access. Such Nazi materials should not, however, be destroyed or dissipated but hold either for disposal on a Tripartite basis or eventually to form part of the historical collections of archives of GERMANY after they have lost any significance which might make them of propaganda value against the purposes of Allied control (ref. 3-a, par. 13). C. To restore such buildings to complete German. administration. at Reich or Land/Frovinz level, as may be determined, as soon as such relaxation of Allied control is consistent with: (1) The carrying out of an agreed CC policy for restitution or replacement in kind of works of art and other cultural materials. (2) An a greed CC program for the reeducation of GERMANY. 24. Lists of monuments and cultural institutions in the Lander/Provinzen of the US Zone, particularly such as had istrative connections at the national or Prussian State level; will be prepared and suggestions submitted as to the ultimate administrative arrangements to be made for them in accordance with: a. Arrangements entered into during Phase I by US MFA&A Officers under Suprene Hqs, AEF. b. Policies for the decentralization or reconstitu- tion of the Reich administratior determined by CC. 25. Considerations which bear on ultimate decisions regarding administration, above par. 23, are here suggested: a. German museums, archives and similar institutions have been in the main financed at local (municipal) level or regional (Land/Provinz) level, and the Denkmalspflege (monument protection) service has also a structure centered at the Land/ Provinz level. It will thus be possible to establish provision- ally the control of MFA&A at regional level, making use of the regional organizations for supervision of smaller regional institutions, replacing respons ibility for monuments with the existing organization of the Landeskonservatoren (Provinzial- konservatoren, in Prussia), and assigning to this latter organization the care of former royal palaces and parks. b. Ultimately the greater museums should resume the independence of control. The palaces and parks which are part of State trusts, would depend for their ultimate disposition on the general policy to be established concerning the preservation of such trusts, or their reduction into Provincial trusts. C. Certain museums in Prussian Provinces are staffed by personnel who rank as Prussian civil servants; and the secur- ity of tenure and terms of employment of these would follow the 7 SECRET Electrostatic reproduction made by the Eisenhower Library for scervation purposes,
