general policy of lecentralization to be pursued in the German
Civil Service, and would chiefly concern the Finance Division
and the Education Branch.
26. Works of Art and other cultural materials in the US
Zone will be "frozen" immediately on occupation in accordance
with regulations and directives of Supreme Hqs, AEF. These
will continue in force with little or no change under CC, in
accordance with the appropriate Draft Directive prescribing
the locating, seizure, securing, and reporting to CC, for dis-
position by it, of works of art and other cultural materials,
and of records relating to them. Control will be implemented
through orders issued by the Zone Commander, directing activity
by the following agencies along the lines specified:
a.
Public Safety: enf or cement through civilian
police of orders forbidding the movement, sale, or export of
works of art. by civilians.

b. Provost Marshal (or equivalent) : enforcement
of directives forbidding the purchase or export of works of

art by Allied personnel.
C. Frontier guards under G-2 or Finance: detection
of export of works of art by smuggling.

d. Property Control: taking custody of works of
art; control of which nocessitates such custody.

MFA&A Officers at Military Government
level: location, inventorying, and reporting on collections
and objects, with particular attention to:
(1) Acquisitions by collections or individuals
since 1938, with the source and method of
acquisition.

27. Control will further be implemented by the MFA&A
Branch, US Group CC, in the following ways
a.
As an element of the Control Staff:
(1) Evolving and coordinating policies and
actions with UK and USSR representatives.
(2) Collecting, analyzing and disseminating
information about MFA&A, on a tripartite
basis.
(3) Advising and assisting US MFA&A officers
in the field, when requested.
(4) Establishing Standard Operating Procedure
for control of MFA&A, in consultation with
the Adviser for MFA&A, G-5, Ops, Supreme
Headquarters, AEF.
