MEMORANDUM FOR THE PRESIDENT
Subject: St. Lawrence Project
I submit herewith for your information a copy of a
letter addressed to me by Mr. L.B. Pearson, Canadian Minister
for External Affairs, and delivered to me by Ambassador Wrong.
The letter outlines the reasons why Canada considers the
development of the power potential of the St. Lawrence "a
matter of prime importance and urgency". If you have a moment
to spare, I think you will find this brief statement of the Canadian
position worth reading. I am sure that St.Laurent will raise the
point with you when he is here May 7th and 8th.
I have verbally informed Ambassador Wrong that we are
hopeful of getting an early decision from the Federal Power
Commission, and are prepared to ask for legislation if such
decision is not forthcoming.
