SUBJECT: Off-The-Record Meeting - 6:00 p.m., The Mansion,
Monday, July 7, 1958
The President
Senator Lyndon Johnson
(Just the Two)
Immediately following the President's meeting with Senator
Lyndon Johnson, the President telephoned me as follows:
He and Senator Johnson had discussed the legislation to set up
the space agency and had agreed upon the major elements of
its contents. They had specifically agreed upon the President's
proposal of modeling the advisory group along the lines of
the National Security Council: that the authority would be placed
with the President and that he would have an advisory group
of some eight members, at least three of whom would come
from outside the Federal Government. Senator Johnson
accepted this concept and agreed to work for its inclusion in
the bill.
The President and Senator Johnson further discussed the defense
reorganization bill and came to some general agreements as to
its contents. They decided that Mr. Harlow would work out the
details of the space bill and that I would get more into the matter
of working out the defense reorganization bill -- particularly,
working with Senator Russell.
The President indicated that his conversation with Senator Johnson
was very satisfactory.
