1. Secretary Dulles brought the President up-to-date on his dis-
cussions with Senator George relative to the possibility of the
Senator's participating in the London Conference. He told the
President that he felt that it would be desirable to have a ranking
Democratic Senator and a ranking Republican Senator accompany
him. He stated that Senator George would be in to talk with the
President just prior to the meeting with the legislative leaders.
The President stated that in talking with the legislative leaders he
would stress the desirability of having representatives from the
Senate at the conference in view of the fact that as a result of the
conference it might be necessary to negotiate a new treaty which
in turn would, of course, have to be submitted to the Senate for
ratification.
