My dear Mr. President: I am herewith transmitting a proposed proclamation entitled "Admission of the State of Alaska into the Union", together with a proposed press release relating thereto. The proposed proclamation, presented by the Depart- ment of the Interior and forwarded for my consideration by the Bureau of the Budget with the approval of the Director thereof after revision in that agency, has been further revised in this department in the interest of form and legality. The transmittal letter from the Bureau of the Budget noted that the White House desires the proclamation to become effective in a manner which would permit the newly elected XOF99 senators and representative from Alaska to be eligible for seating on the same basis as other newly elected senators and representatives. Under the twentieth amendment to the Constitution, the Eighty-sixth Congress and the terms of the newly elected senators and representatives from the several States will commence at noon on January 3, 1959.
