Re your letter of September twentieth, the following may be
publicly used if you so desire.

Two years ago the Republican Party pledged itself to strive
earnestly to attain statehood for Hawaii, This purpose is an
essential element in the progressive program the Administration
and legislative leaders in the 83rd Congress designed and supported
for the good of all America. Partisan obstruction in the second
session of the 83rd Congress gave a setback to Hawaiian statehood.
This fight will be continued, in full accordance with our pledge,
until the people of Hawaii enjoy their full rights as citizens of
our Forty-ninth State.
