St. Lawrence Seaway Opening Celebration
In connection with the proposed ceremony in which
you would participate with Her Majesty Queen Elizabeth II
in opening the St. Lavrence Seaway in the last week of
June 1959, we are suggesting two alternative plans for
the eeremony as given below. Both plans call for the
main selebration to be hold at the St. Lambert Locks in
Kontreal, which is the actual beginning of the Seaway.
Consideration was given to having the main ceremony with
you and the Queen at the looks in the Gornwall-Hassene
area, but the diffieult funding and logistical problens
involved make ua believe that it would be difficult to
hold a successful cerenony there without the expenditure
of perhaps $300,000 with obligations starting now. As
the funde available for this purpose are limited to
$60,000 a Congressional appropriation would be necessary.
Montreal, with all the facilities required, would bring the
U.S. expenditure within the available $60,000.
It is recommended that you approve one of the follow-
ing plans.
Plan 1. Joint Ceremony at Montreal and U.S.
Ceremony at Nassena. Cotimated 20.000
Required for Montroal 550,000 for Kassena)
10:00 A.M. President and Mrs. kisenhover arrive
at Nontreal Airport (Dorval) from Washington by
air; proceed by auto to st. Lambert Looks to neet
the Queen and Prines Philip.
