4:00 P.M. Arrive Massena Airport; then by
auto to Snell: board U.S. vessel and go
through ship channel to Eisenhower Lock.
5:10 - 5:40 P.M. Ceremony at Eisenhower Lock;
then drive to Power Dam and return to Airport.
6:40 P.M. Leave Massena Airport by plane for
Washington.
The ceremony at Massena would be solely a United
States affair, without Canadian participation or guests.
In proposing a ceremony in the Massena area, we are en-
deavoring to give recognition to the work of the
St. Lawrence Seaway Development Corporation, as well
as to New York State.
Plan 2. Joint Ceremony at Montreal with
President Returning Direct to Washington.
Estimated $10,000 required)
10:00 A.M. President and Mrs. Eisenhower
arrive at Montreal Airport (Dorval) from
Washington by air; proceed by auto to
St. Lambert Locks to meet the Queen and
Prince Philip.
11:00 - 12:00 Noon. Opening St. Lawrence

12:30 - 2:30 P.M. Lunch on the BRITANNIA:
