We have not, however, proposed either\nplan formally to the Canadian Government.\nWe have discussed the plans with the Department\nof Commerce, the parent body of the St. Lavrence Seavay\nDevelopment Corporation, and with the Bureau of the\nBudget. These agencies conour in our recommendatione\nas given above.
