Our informal talka with the Canadians make us
believe that either of the above plans would be agree-
able to them. We have not, however, proposed either
plan formally to the Canadian Government.
We have discussed the plans with the Department
of Commerce, the parent body of the St. Lavrence Seavay
Development Corporation, and with the Bureau of the
Budget. These agencies conour in our recommendatione
as given above. Details of the two plans are enclosed.
When you have made your decision on this matter
and we have received the formal acceptance of the Canadian
government, we will submit recormmendations as to a press
release.
