MEMORANDUM FOR THE PRESIDENT SUBJECT: St. Lawrence Seaway Opening Celebration In connection with the proposed ceremony in which you would participate with Her Majesty Queen Elisabeth II in opening the St. Lawrence Seaway in the last week of June 1959, we are suggesting two alternative plans for the ceremony as given below. Both plans call for the main celebration to be held at the St. Lambert Locks in Montreal, which is the actual beginning of the Seaway. Consideration was given to having the main ceremony with you and the Queen at the looks in the Cornwall-Massena area, but the difficult funding and logistical problems involved make us believe that it would be difficult to hold a successful ceremony there without the expenditure of perhaps $300,000 with obligations starting now. As the funds available for this purpose are limited to $60,000 a Congressional appropriation would be necessary. Montreal, with all the facilities required, would bring the U.S. expenditure within the available $60,000. It is recommended that you approve one of the follow- ing plans. Plan 1. Joint Ceremony at Montreal and U.S. Ceremony at Massena. (Estimated $10,000 Required for Montreal: $50,000 for Massena) 10:00 A.M. The ceremony at Massena would be solely a United States affair, without Canadian participation or guests. We have not, however, proposed either plan formally to the Canadian Government. We have discussed the plans with the Department of Commerce, the parent body of the St. Lawrence Seaway Development Corporation, and with the Bureau of the Budget. These agencies concur in our recommendations as given above. Details of the two plans are enclosed. When you have made your decision on this matter and we have received the formal acceptance of the Canadian government, we will submit recommendations as to a press release.
