Whereas under the Constitution of the United States, the Con-

gress and more particularly the Senate, has concurrent re-
sponsibility with the executive branch for the formulation

Whereas the safety, peace, and independence of the United
States are seriously threatened by the aggressive world

Communist movement under the leadership of the Soviet
Union; and

Whereas the United States is pledged to seek the freedom of
the millions of people who have already been enslaved by

Whereas the safety, peace, and independence of the United
States can never be permanently secured, nor the goal of
the United States to obtain the freedom of oppressed peo-
ples realized, SO long as certain areas of the world remain
