Dear Mr. President:
Iam sending you this repprt and I shall appreciate it
if you will return it to me after you have read it.
The author was one of the economic advisers in Europe
and has had a long experience in Europe in the past.
Mr. Baruch tells me that what he has to say 18 undoubted-
ly true. I have Inown that a certain group in
Great Britain would try to bolster Germany's economy
as they are really here afraid of n strong Germany, in
spite of the wars which ve have had, than of . strong
Sucmia because that group in Great Britmin is more
afraid of an economic change than anything else.
I an also afraid that Surphy, our representative
in Gersany, has alvays played with this group and this
line of thought. From ay point of view it threntens
not only the peace of Europe but of the world. There-
Tove I have the termerity to send this report and to
ask you to read it through.
I an also enol sing a newspaper clipping about your
telegram to Abrem Flaxer, of the New York SCIVVA. Whint
you any in your telegram, if of course, absolutely right
but I wiah you had been able to say it in some other way.
I doubt whether Mr. Schrellenbach 1e familiar enough
with labor leaders to know who among them are the
communists and who are not or surely he would have told
you. In the Department of Labor there are people who
klow and there should be some one among your executive
assistante who are close enough to labor to know.
There are wany of the labor leaders who are accused of
being communists and then deny it, and then of course,
there is always a question, but Abram Flaxer never
denied it, so it would seen to me to have been
to have sent a telegram to him when the sane end could
have been achieved in some other wy.
Aasyou know, I want friendly relationships with Ruasia
but I certainly do not vant red baiting accusing people
of being communiste, or accusing them for other reasons,
using the communist claim, but this whole business
in the labor movement is one that should be carefully
watched and handled and there should be sowebody to
watch it for you.
