It will no doubt have occurred to you that the Pope may send for American and British representatives as soon as he hears of the landing operations. Therefore there seems to be some advantage in having prepared beforehand a joint communication to be made by them which would calm the Pope not only by giving assurances that Vatican territory would be respected but also by drawing attention to the promise of the Allied forces in General Eisenhowers message to the Italian people that freedom of religion will be maintained. If the communication were drafted in such a way as to appeal to Catholic opinion both in Italy and abroad it could serve a useful propaganda purpose. Please furnish us with any text without delay. Should there be difficulties in communicating with the American and British reprosentatives at the Vatican, the message could be broadcast direct to the Pope and repeated in other broadcasts immediately. The 4 heavy Near groups of the 12th Air Force and the 2 heavy groups of the 9th East Air Force are at fell airplane strength. In addition you have about 57 replacement B-17's with additional crews in reserve. The 9th Air Force has 37 heavy bomber planes with crews in re- opina serve, There are also additional combat crews without planes in the theatre. Suggest that you feed into the 4 B-17 groups sufficient planes to build up groups to 48 planes each. This will give you approximately the seme strength as would the 2 additional groups requested, It would in effect give you the same striking force as the 2 new groups would have inexperienced leaders and would be of little value without considerable train- ing in the theatre, We can send you an additional 70 reserve planes with crews by June 15th.
