in Avis undesirable. Your FAN 155. Procedure your
FAN 153 being followed locally. Request OWI and BBC
conform. This is NAF 287, To Combined Chiefs of
Staff rept USFOR for British Chiefs of Staff from
Eisenhower cite FHINC. Additionally failure to in-
clude Canadians in inital communique while mentioned
in Avis is inconsistent and depreciates our proposal
for release Chindian participation on D plus 1 as
suggested in our W 4448 to AGWAR and 8977 to Troopers.
Also counters Troopers 95889 MLO 4 of 3rd July which
wished to prevent the Canadians being "Scooped" in
press release on their participation and asked for
adequate warning which is impossible of fulfillment
at this late hour.

and your 97629 IP (1) Canadian Premier should issue
special communique at 0400 GMT on D plus 1 as follows.
From McClure signed Eisenhower. Cite FHINC. "A Canadian
Force forms part of the Allied Forces which are under-
taking landing operations on Horrified" BIGOT-HUSKY.
Amplification of Canadian military activities to make
no reference to names of commanders or formations or
numbers of Canadians engaged. These facts will be re-
leased here when security permits. This release date
and hour fixed by operational requirements. Therefore
it gives "Scoop" to Canadian Premier and does not injure
British Press. American morning papers scooped by Canadian
but is justified. Our regular D Plus 1 communication
released about 1000 GMT will contain statement "The Allied
Forces include American British and Canadian Troops".

It will no doubt have occurred to you that the
Pope may send for American and British representatives
as soon as he hears of the landing operations. (To
AGWAR for Combined Chiefs of Staff and to USFOR for
British Chiefs of Staff signed Eisenhower cite FHMGS
NAF 282. BIGOT HUSKY.) Therefore there seems to
be some advantage in having prepared beforehand a
joint communication to be made by them which would
calm the Pope not only by giving assurances that
Vatican territory would be respected but also by
drawing attention to the promise of the Allied forces
in General Eisenhowers message to the Italian people
that freedom of religion will be maintained. If the
communication were drafted in such a way as to appeal
to Catholic opinion both in Italy and abroad it could
serve a useful propaganda purpose. Please furnish us
with any text without delay.
Should there be difficulties in communicating with
the American and British reprosentatives at the Vatican,
the message could be broadcast direct to the Pope and
repeated in other broadcasts immediately.

The following action has been taken with respect
to the two dispatches attached:
Dispatch CM-IN-5256, 8 July 1943, was considered
at & staff meeting this morning and referred by the Com-
bined Chiefs of Staff to the State Department for the pre-
paration of a reply to be made by the Combined Chiefs of
Staff, with directions that the State Department collab-
crate with the British Embassy in the preparation of this
reply. It WAS further requested that the matter be
expedited in view of the shortness of time. The State
Department is now in the process of preparing this reply.
Dispatch CM-IN-5212. This dispatch has been
made the basis of 8. study by the Combined Staff Planners,
together with numerous other similar dispatches.

Based on your approval of the announcement to

21st June, many printed copies have been placed

1. Allied war sim destruction Fascism and
Fascist Party. But do not go beyond ex-
amples in statement. Do not suggest dis-
solution all appendages no Fascist Party

2. Link Allied respect for traditional
laws customs with reference to "Men whose
fathers fought for their freedom." Refer

Para 1. To insure publicity coordination Algiers,
London, New York, Ottaws, in first phase of HUSKY the
following procedure is intended.
To Combined Chiefs of Staff repeated to British Chiefs
of Staff signed Eisenhower cite FHSGS, BIGOT HUSKY. This is
NAF 277.
Para 2. AGHQ will release a special communique from
Algiers at 0300B (0100 GMT) on D Day immediately followed by
the CINCS announcement to the Italian people of Horrified,
texts follow:
Para A " Communique Allied Force Advance Headquarters
0300-D Day Allied Forces under command of General Eisenhower
began landing operations on (Horrified) early this morning.
The landings were preceded by Allied air attack. Allied
unval forces uscorted the assault forces and bombarded the
const defenses during the assault,
Para B 1. Announcement to the Italian people- to
the people of (Horrified): As Commander in Chief of the
Allied Forces I transmit this message on behalf of the
Governments of the United States and Great Britian.
Para B 2. The Allied forces are occupying Italian
territory. They are doing this not as enemies of the
Italian people, but as an inevitable part of their war to
destroy the German overlordship of Europe. Their aim is
to deliver the people of Italy from the Fascist Regime
which led them into the war, and when that has been ac-
complished, to restore Italy as free nation.

Para B 3. The Allied Forces have no intention of
changing or undermining the traditional laws and customs of
the Italian people. They will take all necessary measures
however, to eliminate the Fascist system in whatever
Italian territory they occupy. Accordingly, the Fascist
Party Organization will be disolved, and its appendages
such as the Fascist Miltia and the so-called Youth Organ-
izution will be abolished. Fascist doctrines and prop-
aganda in any form will be prohibited. No political
activity whatsoever shall be countenanced during the
period of military government.
Para B 4. In furtherance of the policies of the
Allied Governments proper steps will forthwith be taken
to stop the operation in (Horrified) of all laws which
discriminate on the basis of race, color, or creed. Free-
don of religious worship will be upheld and, to the extent
that military interests are not prejudiced, freedom of
speech and press will be instituted.
Para B 5. Measures will be taken for prompt release
of political prisoners. The special tribunal for the
defense of the state will be abolished.
Para B 6. The military governor of the occupied
territory will take action by proclamation or otherwise
to carry into effect the foregoing measures as military
conditions may permit.

Para B 7. These evidence the principles to which
the Allies are attached and for the reestablishment of
which they will relentlessly fight. They are principles
to which the Axis leaders, under German domination, are
opposed. You will be the beneficiaries of their defeat.
It is therefore your interest, as men whose fathers fought
for their freedom, not to resist the Allied Army, but to
facilitate their mission-the lifting of the Nazi yoke
from Europe by quick and total victory. Dwight D. Eisenhower-
General, Commandr Allied Forces"
Paragraph 3. Immediately on release via voice
broadcast on Algiers radio on frequency 8960 XC it will be
broadcast on all Algiers transmitters. The Algiers broad-
cast will be the date line for World press release and
will give cue to o W I New York and B B C London for
broadcasts in foreign languages.
Para 4. The reading of the communique in English
will be followed by the reading in English of the statement
by General Eisenhower to the Italian people. Then the
communique and the statement will be read in Italian.
All Algiers radios will repeat the English and Italian
broadcasts throughout the early hours of D Day: the state-
ment will also be dropped on Horrified and mainland Italy
In leaflet form.
Paragraph 5. B B C London and OW I New York should
also repeat the English and Italian broadcasts through the
early hours of the morning on all transmitters available.
Normal programmes should be scrapped for this purpose,
since our primary propaganda target on D Day is the morale
of mainland Italy and Horrified.

Para 6, Public Belations Office, AFHQ will handle
release of communique and announcement in same manner as
ordinary communiques, ie urgent cable to US and U K and
then handed correspondents here.
Paragraph 7. Monitoring of Algiers radio by U 8
and U K is being arranged and should be assured on 24 hour
basin from D minus 1 to D plus 5. This will care for the
special communique on D Day and any unusual incidents
including special bombing missions which it is desired
ba broadcast to world at earliest opportunity. Please
verify monitoring agree.
Para 8. Since initial communique and announcement
will both go out of Algiers on voice broadcast the texts
above should be available to your monitors as backstop
for poor reception. Also should be available OW I and
PW E for advance recordings.
Paragraph 9. It has been suggested that in French
transmission the reading of the communique should be
followed by the reading of the following AVIS from Allied
Force Headquarters, North Africa:-"announcement to Frenchmen
of Metropolitan France-the Anglo-American Armed Forces
have today launched an offensive against Horrified. It is
the first stage in the liberation of the European continent.
There will be others. I call on the French people to remain
calm, not to allow themselves to be deceived by the false
rumors which the enemy might circulate. The Allied radio
will keep you informed on military development. I count on
your Sang-Froid and on your sense of discipline. Do not
be rash for the enemy is watching. Keep on listening to

Am considering possibility of using black
radio just prior to D Day to spread false rumor
that Italy has asked for and been granted Armistice.
(info AGWAR for Combined Chiefs of Staff information

Eisenhower, cite FEGCT, BUSKY BIGOT) Looked at from
point of view this Theater proposal has great at-
tractions. Even if partially successful it may cause
Italian confusion and discouragement at critical
moment thus facilitating early BUSKY success. On
other hand probability is that this false news will
be picked up and spread in US and UK. In seeking to
deceive enemy we may deceive our own people with
possible far reaching repercussions particularly if
success of operation is not as rapid as we hope.
However due to far reaching effect of this propaganda
on immediate operations General Alexander recommends
its use and I concur with his recommendation. Request
your ruling urgently; if favorable, considerable assist-
ance from and coordination with UK radio stations would
be required.

The Combined Chiefs of Staff have approved (BIGOT-
HUSKY) the following additions which complete the dir-
ective sent to you in FAN 131 dated May 31st and FAN
135 dated June 10th, 1943. (This is a book message for
Eisenhower Fortune Algiers, FAN 143, from the Combined
Chiefs of Staff). The additional paragraphs follow:
Paragraph 2. l'he military administration of Horri-
fied shall contain no political agencies or political
representatives of either government. Paragraph 5. The
replacement of any prefects and mayors of important
communities who may be removed will rest with the mill-
tary commander. He will decide whether the functioning
of the military government is better served by the
appointment of officers of the occupation forces or by
the use of the services of Italian officials. No actual
appointment of Italians to important posts, as distinct
from their temporary use, will be made until it has been
approved by the 2 governments through The Combined Chiefs
of Staff.
It shall be made clear to any Italians who may
eventually be appointed to important posts and to all
other governmental officials and employees that their
continued employment is solely on the basis of satis-
factory cooperation, performance and behavior.

This message (BIGOT-HUSKY) in 3 parts. For Eisenhower,
Fortune Algiers, Fan 140, from the Combined Chiefs of Staff.
PROPOSED ANNOUNCEMENT TO ACCOMPANY PROCLAMATION NUMBER 1.
With reference to your proposed announcement to the
Italian people to accompany proclumation number 1, the
following revised announcement has been approved by the
Combined Chiefs of Staff. Changes from your proposed
announcement are indicated below in quotations.
Revised announcement begins:
1. The Allied Forces are occupying Italian territory.
They are doing this not as enemies of the Italian people,
German overlordship of Europe. Their nim is to deliver the

but as an inevitable part of their war to destroy the
people of Italy from the Fascist regime which led them into
the war, and when that has been accomplished, to restore
Italy as a free nation.
2. The Allied Forces have no intention of changing or
undermining the Craditional laws and customs of the Italian
people. They will take all necessary measures, however, to
eliminate "The Fascist system in whatever Italian territory
they occupy. Accordingly, the Fascist Party Organization
will be dissolved, and its appendages "such as" the Fascist
Vilitia and the so'called Youth Organization will be
abolished. Fascist doctrines and propaganda in any form
will be prohibited. No political activity whatsoever shall
be countenanced during the period of military government.
3. In furtherance of the policies of the Allied
Governments proper steps will forthwith be taken to "stop
the operation in HORRIFIED of all laws which discriminate
on the basis of race, color, or creed." Freedom of religious
worship will be "uphold" and, to the extent that military
interests are not prejudiced, freedom of speech and press

assist the Allied Forces in maintaining order and re-

all civilians arc called upon to continue their normal
functions."
Following paragraph is not part of revised announcement:
6. Suggest you redraft paragraph starting "These
evidence the principles" and ending "by quick and total
'victory," placing emphasis on delivery from Nazi youre and
without mention of Fascist regime in this paragraph.
In this part of proclamation emphasis should be placed on
factor likely to have psychological appeal to Italians,
namely their dislike of Germans, rather than opposition
to Fascism with which substantial proportion of Italians
have come to identify themselves. In any case it is de-
sired that words "and Fascist" be deleted.
Revised announcement continues below:
7. The Military Governor of the occupied territory
will take action to carry into effect the foregoing
measures as military conditions may permit.

Reasons for the above changes are as follows: Item A
para 2- for purposes of clarity and because there may be
other Fascist appendages not specified which you may de-
sire to abolish.
Item B para 3- since there is no separate government
for HORRIFIED, and Italian law can only be altered as a
whole, consider substitute wording preferable. Also,
a large measure of religious freedom already exists in
Italy, in view of which word "upheld" is considered more
applicable.

Misgivings voiced in your 3390 had been thoroughly
considered here before the present HUSKY bendquarters
setup was approved. The primary difficulty vas the
length of time required for establishing Naval communi-
cations in the Tunisian area. BIGOT HUSKY, To the
British Chiefs of Staff from The Commander in Chief.
Repeat to the United States Chiefs of Staff. In all
amphibious operations them is a period during which the
Navy is in complete control of the Land and Naval forces,
and during which period complete dependence must be
placed upon Navel communications. For this reason,
nothing less than perfection in Naval communications
can be considered satisfactory and it was possible to
provide these only on Malta, unless an unacceptable delay
in the date of the attack were decided upon. On the
other hand, Malta cannot possibly be considered as a
practicable general headquarters during the whole of the
operation. The major sirforces and higher direction of
air operations will still be located in the continent
of Africa and follow up and reinforcing ground formations
will come from the same areas. Therefore, the main
HUSKY headquarters had to be established in the Tunisian
area, To overcome as far as possible the difficulties
inherent in this situation, the present plan was adopted.
Under this plan the main Naval headquarters will be set
up in Malta and General Alexander, myself and Air Chief
Marshal Tedder, or a representative empowered to act

for him, will move to Malta to be there during those
phases of the operation preceding and during the landings.
Thereafter, direct communication between the ground
forces and the main headquarters will be established,
and General Alexander and I will shift back to the
Tunisian area with the Air Chief Marshal. From that
time on, it is believed that no great difficulty will
be experienced in coordinating Naval action with air
and ground operations but, in any event, the 2 places
are separated by less than an hour by air. It is the
opinion of Admiral Cunningham, in which I concur, that
no additional experts could eliminate the essentials of
our difficulty and that the plan we have adopted, while
not in complete conformity with our desires, is never-
theless the least objectionable of any that can be
devised. We are fully alive to the necessity for the
most intimate kind of cooperation among all services.

Proclamation number 1 to be used in Horrified
is a standard legal document announcing the occupation
and the establishment of Military Government. (To
AGWAR for Combined Chiefs of Staff and to USFOR for
British Chiefs of Staff cite FHLIA BIGOT HUSKY NAF 235).
In order that the inhabitants may know the attitude of
the Allied Governments with respect to them it is
proposed that the following announcement in the name
of the 2 Governments be posted with proclamation number
1. "Announcement to the Italian people. To the people
of (Horrified): as Commander in Chief of the Allied
Forces I transmit this message on behalf of the Govern-
ments of the United States and Great Britain.
The Allied Forces are occupying Italian territory.
They are doing this not as enemies of the Italian people,
but as an inevitable part of their war to destroy the
German overlord ship of Europe. Their aim is to deliver
the people of Italy from the Fascist regime which led
them into the war, and when that has been accomplished,
to restore Italy as a free nation.
The Allied Forces have no intention of changing
or undermining the traditional laws and customs of the
Italian people. They will take all necessary measures,
however, to eliminate the doctrines of Fascism. Accord-

ingly, the Fascist party organization will be dissolved,
and its appendages, the Fascist Militia and the so
called Youth Organization will be abolished. Fascist
doctrines and propaganda in in any form will be prohibited.
No Political activity whatsoever shall be countenanced
during the period of Military Government.
In furtherance of the policies of the Allied
Governments proper steps will forthwith be taken to
annul all laws which descriminate on the basis of race,
color or creed. Freedom of religious worship will be
promulgated and, to the extent that military interests
are not prejudiced, freedom of speech and press will be
instituted.
Political prisoners will be promptly released,
The special tribunal for the defense of the State will
be abolished.
Other than Fascist leaders and Fascists politiciass,
officials of Italian Government who desire to serve the
Italian people will be retained, conditioned on their
satisfactory cooperation, performance and behaviour.
The Military Governor of the occupied territory
will take action to carry into effect the foregoing
measures as military conditions may permit.
These evidence the principles to which the Allies
are attached and for the reestablishment of which they will
relentlessly fight. They are principles to which the
Axis leaders, under German domination, are opposed. You
will be beneficiaries of their defeat. It is therefore
your interest, as men whose fathers fought for their
freedom, not to resist the Allied arms, to facilitate
their mission-The lifting of the Nazi and Fascist yoke
from Europe by quick and total victory." This to be
followed by my signature as Allied Commander In Chief.

total consumption figures in PWE handbook,
page 136, not on ration figures alone from this and
other sources, which approximate more closely your 16
ounce figure. Information indicates that rationing of
vegetables, milk, pulses, fish, and fruit is done
locally on the basis of local supply conditions, and
therefore is not included in national rationing figures.
Occasionally additional foods are available off ration.
AMGOT must be prepared to provide entire food consump-
tion to distressed areas, not only rationed items.
Your para 2. Our estimates cover entire popula-
tion. No separate provision being made by task forces
for assualt. What is meant by first and second phases?

from North African production; supplies for Malaria

soap equalling weekly 1/2 ounce ration for 500,000 for
12 weeks.

" Telegraphic discussion of HUSKY directive with
Washington has brought to light a number of points on
which misunderstanding may arise as operation progresses.
Inclined to think that visit to Washington by Rennell for
a few days would clear away misunderstanding and speed up
future decisions by Washington and London on matters of
joint interest in civil administration field which you may
find it necessary to refer to them. Nevertheless it may
well be that his work in connection with the HUSKY oprea-
tion makes it impossible for him to go to Washington now.
This is a matter which only you can decide and therefore
I leave it entirely in your hands."
Do you consider that it, would be useful to have
Rennell make the visit suggested? Although policy direc-
tive is substantially agreed and matters of broad policy
interpretation will be done at AFHQ nevertheless it might
be helpful for Rennell to make personal contacts in
Washington and obtain first hand the views held there.
Preparation for HUSKY could continue satisfactorily in his
absence.

Reference outline air plan for HUSKY issued on 3/4/43
following are main points in revised air plan necessitated
by altered plan of assault by land forces.
Command. The Air Commander in Chief will control all
air operations from command post in London area. To AGWAR
for CCS and to USFOR for British CCS this is NAAF 220 from
Eisenhower. Commanding General NAAF will share command post
with Air CINC. Operations Staff MAC and NAAF will be merged
as Combined Staff for Command Post. NITAF will establish
its Rq with force 141 nearby. Strategical and coastal air
forces will maintain advanced operational Hq in proximity to
Air C IN CS Command Post. Napru to be located at nearest
airfield. AOC NATAF will have operational command of all
Malta
air forces giving direct support to British and American
assaults. AOC Finance will be under operational control of

1. We accept food estimates less potatoes. For
your guidance, food ration scale seens high compared
with present estimate of local conditions. Proportionate
reduction to 16 ounces would probably be more than
adequate for emergency purposes. Since no serious
supply problems exist in view of size of operations,
above comments for information only. Food items
included in your entimates can be supplied from here
with exception of potatoes. For potatoes can sub-
situte either rice or dried beans as you request.
2. Understand your cable estimates cover 2nd
phase only, and that each force will make own separate
provisions for assault phase confirm. All supplies
for 2nd phase not furnished from your theatre will,
for present, be furnished from U. S.
3. Since bulk of tonnage requested consists of
flour and potatoes available in North Africa, and
since other food items listed are understood to be
available in Army stocks your theatre, would it not be
preferable for you to provide all food locally with
replacement of milk, mest and sugar from here. Advise
your decision.
4. On basis of your computations, it appears that
your requirements are stated in long tons rather than
short tons.

This message sent in 3 parts. For Eisenhower, Fortune
Algiers, FAN 128, from the Combined Chiefs of Staff. Part
1 begins.
1. The Combined Chiefs of Staff (BIGOT-HUSKY) have
resolved: (A) That forces and equipment shall be established
in the United Kingdom with the object of mounting an operation
with target date 1 May 1944 to secure a lodgement on the con-
tinent from which further offensive operations can be carried
out. The scope or the operation will be such as to necessitate
the following forces being present and available for use in
the United Kingdom by 1 May 1944, in addition to the Air Forces
then available.
Assault: 5 Infantry divisions (simultaneously loaded in
landing craft), 2 Infantry Divisions-followup, 2 Airborne
Divisions. Total 9 Divisions in the assualt. Buildup: 20
Divisions available for movement into lodgement area. Grand
total 29 Divisions. The possibility of adding 1 French Division
will be considered at a later date.
The expansion of logistical facilities in the United
Kingdom will be undertaken immediately, and the seizure and
development of continental ports will be expedited in order
that the initial Assault and Buildup Forces may be sugmented
by followup shipments from the United States or elsewhere of
additional Divisions and supporting Units at the rate of 3
to 5 Divisions per month.

be instructed, as a matter of urgency, to plan such
in exploitation of HUSKY as are best calculated to eliminate
Italy from the war and to contain the maximum number of German
Forces. Which of the various specific operations should be
adopted, and thereafter mounted, is a decision which will be
reserved to the Combined Chiefs of Staff. The Allied Commander
in Chief in North Africa may use for his operations all those
forces available in the Mediterranean Area except for 4 American
and 3 British Divisions which will be held in readiness from
1 November onward for withdrawal to take part in operations
from the United Kingdom, provided that the Naval vessels required
will be approved by the Combined Chiefs of Staff when the plans
are submitted. The additional Air Forces provided on a temporary
basis for HUSKY will not be considered available. It is estimated
that the equivalent strength of 19 Pritish and Allied, 4 United
States, and 4 French Divisions, or a total of 27 Divisions will
be available for Garrisons and operations in the Mediterranean
Area subsequent to HUSKY. These figures exclude the 4 United
States and 3 British Divisions to be transferred to the United
Kingdom and the 2 British Divisions constituting the British
Commitment to Turkey. It is further estimated that there will
be available after HUSKY .total of 3,648 aircraft including
242 heavy bombers (day and night), 519 medium bombere (day and
night), 299 light and dive bombers, 2,012 fighters, 412 trans-
ports, and 164 army cooperatives. Further instructions will be
issued as to the availability of combat loaders and cargo ships.
Part 3

2. You are directed to submit proposals with appropriate
recommendations for operations in the Xediterranean Area, to be
carried out concurrently with or subsequent to a successful
HUSKY. All considerations related to your proposed operations
must be in consonance with the Combined Chiefs of Staff agree-

Levant: (A) The crews of all landing craft that may be lost
in HUSKY. (B) Maintenance and base staffs, with repair equip-
ment and spare gear surplus to those required for the upkeep
of landing ships and craft then remaining.
The landing craft available for operations in the Mediter-
ranean after HUSKY are based OD an estimate of 50% loss in that
operation. If the losses are less than this, surplus crews
and craft may have to be returned to the UK. This does not
necessarily apply to special ships.

"Most certainly ve cannot tell the Italians that if they cease
hostilities they vill have a peace with honor. We cannot get away
from unconditional surrender. All Ve can tell them is that they
will be treated by US and the British with humanity and with the
Intention that the Italian people be reconstituted into a nation in
accordance with the principles of self-determination. This latter
would, of course, not include any form of fascism or dictatorship."
Accordingly, the existing approved statement of policy, trans-
mitted in our Fortune 111 of April 16, vill be adhered to in your

"Terms For Cessation of Hostilities.
1. These terms refer to the Island of Sicily (together
with the Aeoadean and Lipari Islands) and the Islands of
Pantellarin, Lampedusa, and Linosa.
2. The Civil, Naval, Military and Air Force authorities
in this area will order the immediate cessation of hostilities
against the Allied Forces.
3. The Axis ground, sea and air forces in this area will
surrender unconditionally to the Allied Commander in Chief.
4. The Civil Authorities in thisarea undertake to place
the whole resources of the area at the disposal of, and to
carry out such messures as may be required for or on behalf
of, the Allied Commander in Chief.

"Annex "A"
1. All members of the Axis Land, Sea and Air Forces
will place their arms, ammunition, warlike equipment, ships
and aircraft undamaged at the disposal of the Allied Commander
in Chief.
2. All members of the Axis Land, Sea and Air Forces,
including members of the Fascist Militia under arms, will be
treated in the first instance as prisoners of war and will
proceed to, and remain confined to, barracks or camp pending
their release on parole or a decision by the Allied Commander
in Chief as to their disposal, provided however, that such
Naval personnel may remain aboard ship as the Allied Commander
in Chief may direct.
3. For the area affected by these terms the Italian
authorities will compile where necessary and deliver to the
Allied Commander in Chief rolls of personnel included in the
regular Italian Naval, Military and Air Forces, the Fascist
Militia, the Carabinieri, the Finance Guards and such other
Military, para-military and law enforcement agencies as may
be specified.
4. All buildings, land required for building purposes
and other developments, installations, radio location and
other technical observing stations, establishments, arms,
ammunition, equipment, stores, fuel, supplies, animals,
documents, and records of the Axis land, sea and air forces
will be placed undamaged at the disposal and direction of
the Allied Commander in Chief forthwith.
5. All land and coastal fortifications together with
arms, ammunition and equipment therein will be placed undam-
aged at the disposal of the Allied Commander in Chief as he
may require. The location of mine positions, mine barrages
and mine fields, both on land and sea, will be disclosed
forthwith.
6. All plans, charts, maps, ciphers, documents, sketches
and photographs of all Naval, Military and Air Force forti-
fications, installations, establishments, airfields, defenses,
buildings, arms and equipment will be placed undamaged at the

Allied authorities and the appropriate authorities will take

public utility services will continue to operate subject to

18. Proper control will be maintained by the local
authorities over any neutral ships in harbors so as to insure
that they inflict no damage on themselves or their cargo,
take no hostile action, make no use of their wireless and
remain in harbor in their present berths pending direction
by the Allied authorities.
19. The Allied Commander in Chief will be furnished
immediately with a list of all persons of whatsoever nation-
ality who have been placed under restriction, detention, or
sentence (including person sentenced "in absentia") in each
case with the reason for such restriction, detention or
sentence. Tho.e still under restriction or detention will be
released forthwith if the Allied authorities so direct.
20. All Allied service personnel and merchant seamon
of any of the United Nations who are interned in this area

1. Food. Estimates based upon four assumptions:
(1) During the 90 day period following D
day, although there should be adequate food stocks
in the area as a whole, they may be unavailable to

Same for MALICIOUS at D plus 60 and repeated MALICIOUS
D plus 75.
These are not bids for shipping space on con-
voys, but are estimates of probable needs only. When
the situation clarifies, a military time table is
agreed upon, and the military needs are firmer ar-
rangements for the allocation of ship tonnage will
be made by AFHQ and definite shipping instructions
will be forth coming.
Above figures are desired quantities and des-

tinations irrespective of source of supply. From
point of view of handling in HORRIFIED, it is pre-
ferable that each of above 3000 ton shipments be
loaded on a single ship from a single source, pre-
sumbly USA, However, flour and potatoes could be
supplied from current Algerian production, and milk,
meat, and sugar shipped from USA to Algeria for on-
ward shipment to HORRIFIED. In that case, dates given
above should be advanced 30 days for arrival in North
Africa.
Markings should include word AMGOT and code
number of port of destination, also distinctive color
marking.
2. Medical Supplies. Our 8971 Troopers AGWAR
3 May and reply from Troopers 76834 Q 2 (OPS) May 6,
Medical requirements for 5/18 of estimated population.
Catania
Total 34 priority A drug units weighing approximately
80 tons. Required for arrival D plus 30 for FUSTIAN
area. Source of supply presumably USA. Units des-
cribed in imports in possession State Department Office
of Foreign Relief. Markings same as indicated under
food.

Reference your Fortune 92. Your assumption correct
that such emergency reestablishment will be under-
taken by Military, using troops. Plans do not provide
for early repair or replacement of utility installa-
tions other than those essential for military require-
ments. Supplies for this purpose will be requisitioned
on basis of actual survey.
6, Clothes. It is estimated that it will not
be necessary to supply clothes to civilian popula-
tion during 90 day period. Later requirements will
be determined on basis of survey.
7. Barter Goods. It is not contemplated that
barter goods shall be used,

present. Of hopes reported to L G A Middle East 3 carriers
fitting in U Kingdom for channel lack range and sesworthiness
for employment in Med. 2 previously reported fitting in U.
S.A. but U.S.W.D. telegram R8067 1 May states none available.
Of 2 fitting Middle East Tripolitania cannot be ready in time
Korytza already included in 5 named. India reports cannot fit
any carriers in time.
THREE. Emergency measures are being taken to fit 1 more
carrier Leinster in U Kingdom and Admiralty being asked for
loan of Ophir now with Eastern Fleet. But unwise to count on
more than 6 carriere unless U States War Dept can make
emergency provision. Essential too you should understand that
carriers provided from U Kingdom were not built for Ocean
passage and far from ideal as regards seaworthiness or
facilities though best efforts are being made.

The Combined Chiefs of Staff (BIGOT-HUSKY) approve the
plan which you have presented in your NAF number 215 dated
May 4th, 1943. For Eisenhower Fortune Algiers, FAN number 121,
from the Combined Chiefs of Staff. They desire that you consider
the possibility of staging a Feint (that is approach of convoy
not involving landing ) and slant or diversion (that is attempted
landing) against vestern end of Horrified so as to pin enemy
forces to that area during the 1st critical hours. Buch an
operation could be supported by strong sir attacks by bombers and
fighters based on North Africa and directed on enemy air fields
in the west which should prevent enemy aircraft based on these air-
dromes taking part in the main operation.

Your 7539 NOT clear. In view of our 9580 of 5 May.
Our 8305 gave no priority for shipment of replacement for
following reasons:
First, Our 8768 24 Mar in para 8 asked that the
schedule of unescortees be continued after UGF 8 and were
to be filled with replacements.
Second, Your 6597 24 Apr: stated only 5,000 replace-
ments would be available for June 10 sailing.
Third, Our 7340 27 Apr specifically stated 24,000 on
June and July unescortees to be called by backlog from UGF
8 and UGF 8A B C and D plus replacements.
Fourth, Your Fortune 158 of 29 Apr in para 2 again
stated 5,000 replacements set up for June and July ship-
ments and asked that we submit troop list to fill convoys.
From all of this, we assumed that only 5,000 replacements
would be available to us and sent our 8305 to fill the
convoy. Our 9580 amplified our 8305 and we now repeat that
June convoys are to be filled with backlog if any, of UGF 8
and UGF 8A B C and D plus the two units mentioned in our
9580 and serials 469 and 470 and the balance with re-
placements. If it is definite that you cannot fill all of
our requirements for replacements including air corps re-
placements and coloured replacements we accept the provision
of your 7539. Attention invited that we have given break-
down on a total of 24,000 replacements. New Subject. Re-
quest that our serials 218 and 219 be deleted from list of
units bid.

hospital ships and carriers allotted for HUSKY. For Eisenhower Fortune
Algiera FAB 119, from the Combined Chiefs of Staff.
2 U 8 hospital ships with facilities for handling water ambulances
will be available. Acadia will have capacity for 350 litter cases and
650 ambulant troop class. Speed 17. Seminole is being converted an
hospital ship with limited facilities. Capacity approximately the same
as Acadia. Speed 14 and 1/2. Both convention protected.

BIGOT procedure determining requirements procurement and transpor-
tation civilian supplies for BUBEYLAND. (From Combined Chiefe of Staff
for Eisembower) In view of previous cables on this subject cite our
92 April 12 and your 9723 of May 6 and medical supplies cables
exchanged between AFEQ Algiere and War Office cite your AG 8971 and
London mumber 76834, it 1e evident that a definitive procedure to handle
all categories civilian supply for AMOOT must be established on a
combined basis.and clearly understood to avoid duplication of bidding
here and in UE. In view of urgency HOSKY Operation and without
projudice to future arrengements between us and UK Governments and
decisions of Combined Chiefe of Staff, CCS took note at 80th meeting
that War Departant would expedite planning and necessary correination
with British with regard to supply of civilian population and
administration civil affaire necessary immediately upon occupation
enemy territory HISTYLAND.
Therefore Allied Forces Headquarters should subuit promptly
to CCB for War Department its octimate even if tentative of total
AMGOT civilian needs by 1tem quantity priority desired destination
and markings in 15 day cycles from D day to D plus 90 including medical
and sanitary supplies and barter goods required to supplement local
supplies and production. Upon receipt and consideration your ye-
quirements by Was Department source of supply as between DB and UK

The lessons we have learned here as to the
difficulty of driving Axis troops from mountainous
positions have convinced all Commanders concerned
that the HUSKY plan should provide a concentrated
strength at critical points even at the cost of
accepting certain additional risks in maintenance
and supply. To AGWAR for the Combined Chiefs of
Staff and to USFOR for British Chiefs of Staff
signed Eisenhower. This is NAF 215. BIGOT HUSKY.
As a result of long conferences and having in mind
the absolute necessity of securing adequate air Sciacca

fields in the 1st rush, the ENSA, Fish) Grop and

Hook assaults are being abandoned as features of
Castellamare
the initial plan. The entire strength will be
concentrated on the east and on the south, with

the western limit of the attack to include the air

western assaults will be conducted by the American
Task Force and the eastern by the 8th Army.
It is obviously essential to secure initially
ports at Ladbrook and Glutton and the air fields
at Federal, The new plan will force us to adopt
expedients in the supply and maintenance portion
of the western force but provides us with a strong
army that should be able to advance rapidly to cut
communication to the westward from Gunmetal and

All commanders concerned favor this plan. It
conforms to my own original suggestions and was
abandoned initially because of maintenance risks.
We have all now become convinced that as between
the maintenance risks and the great danger of
being too weak at various landing points to
accomplish necessary missions, it 1s far preferable
to accept the maintenance risks.
This alteration in the tactical plan involves
no major changes in the allocation, loading and
dispatch of forces. It involves only changes in
detailed tactical and logistical plans, The target
date remains the same. Moreover, we are still studying
the possibility, with the means at our disposal,
of undertaking a modified HUSKY as an exploitation
of a sudden collapse of the hostile defenses in

Following is demand for hospital ships and carriers for
HUSKY,
FIRST. For Force 545 8 ships and 4 carriers.
SECOND. For Force 343 2 ships and 7 carriers.
THIRD, Total for HUSKY 10 ships and 11 carriers.
This total does NOT allow for any reserve or to clear NA
ports to UK or US or from CHIMPANZEE to ME.
FOURTH. Above demands based on policy of evacuating
all casualties by ship or carriers from HORRIFIED to NA or
CHIMPANZEE, Use of LST as a normal means of evaluation is
NOT advocated owing to danger of attack and increase
mortality due longer passage and lack of adequate medical
facilities. May however be necessary use LSTe to supplement
ships and carriers in emergency and these risks must there-
fore be accepted. Hope this is realised and understood.
FIFTH. Carriers should be suitably staffed and fully
equipped for resuscitation. Carriers to be protected and
registered under GENEVA Convention.

In connection BIGOT with loan of 2 additional heavy bomb-
ardment groups for HUSKY operations, suggest you consider
following plan, It is of utmost importance that the bombing
force in England be built up as soon as possible to take ad-
ventage of good summer and early fall weather. The 4 heavy

groups of the 12th Air Force and the 2 heavy groups of the 9th
East
Air Force are at fell airplane strength. In addition you have
about 57 replacement B-17's with additional crews in reserve.
The 9th Air Force has 37 heavy bomber planes with crews in re-

serve, There are also additional combat crews without planes
in the theatre. Suggest that you feed into the 4 B-17 groups
sufficient planes to build up groups to 48 planes each. This
will give you approximately the seme strength as would the 2
additional groups requested, It would in effect give you the
same striking force as the 2 new groups would have inexperienced
leaders and would be of little value without considerable train-
ing in the theatre, We can send you an additional 70 reserve
planes with crews by June 15th. Signed Marshall. Our exper-
ience to date indicates that the group ground personnel is
sufficient to maintain a total of 48 heavy bomber planes. Sug-
gest you consider movement 9th Air Force heavy groups from
Bengasi aren into or went of Tunis area in order to increase

We are entirely in agreement that mat-
ters affecting future operations in other areas
are not the concern of the North African Econo-
mic Board. (BIGOT HUSKY for Marshall signed
Eisenhower cite FHLIA reference Fortune 145).
Neither the Board nor representatives of Lend
Lease, BEW or other civilian agencies as such
have knowledge of operation HUSKY. Mister Short
of Lend Lease has been classified as an indiv-
idual for the purpose of assisting in arrange-
ments for a wheat stockpile from North African
harvests in connection with civilian supply in
Horrified. Two officials of the British Minis-
try of Fuel have been likewise classified for
dealing with coal supply for operation HUSKY.
BOC 351 of April 13 was sent following a
request made of Mister Sanger of BEW by Captain
Major USN of the Joint Intelligence Committee
Agency, This request was inspired by a desire to
obtain general basic information and had no con-
nection with operation HUSKY. No one in the JICA
is classified for HUSKY.

We are in full accord that military govern-
ment for HUSKY will be staffed entirely by mili-
tary personnel initially.

Report from London (BIGOT-HUSKY reference your AG 3911 of
April 13th) indicates that 10 British Hospital Ships and 6
carriers can be made available in the Moditerranean for all
purposes.
US position is as follows: Acadia will be available as a
convention type hospital ambulance ship, capable of evacuating
ambulant and litter cases able to stand sea voyage. This vessel
will be equipped with Davits to handle water ambulances. For
Risenhower Freedom Algiers, Fan 118 from the Combined Chiefs of
Staff.
Possibility of converting an additional ship is under
investigation.
No vessels of the carrier type are available from US
sources.
The Combined British and US capability thus is 11 hospital
ships and 6 carriers available in the Mediterranean for all
purposes with the possibility of an additional hastily
converted convention protected ovacuation ship for lightly
wounded litter and ambulant cases.

1. I have not yet heard from you whether the
2 B-17 groups demanded on loan for HUSKY are to be
provided.
2. AGWAR for Combined Chiefs of Staff, Washington
USFOR for British Chiefs of Staff. The excellent work
done by the B-17 groups now operating give good prospects
of otbaining crippling results against aerodromes, commun-
ications, and shipping targets providing sufficient weight
of attack can be applied at the right time and place.
3. I cannot overemphasize the vital importance of
my having available the maximum possible scale of air
effort to offset to some extent the increased defense
organization which is clearly being built up in Horrified.
4. I suggest the diversion temporarily of 2 B-17
gps which I understand are being sent to UK for another
special operation. It would he sufficient for our purposes
if the Air Echelons of these gpr, with only a minimum of
ground personnel, were diverted to N African Theater for
veriod D minus 21 to D plus 21.

FHGCT. This cable is in 4 parts. The following
armistice terms for operation HUSKY, which have my
approval, are forwarded for final approval. The
proposed terms are:
Part 1. Terms for cessation of hostilities. Husky
Para 1. These terms refer to the Island of
Sicily (together with the Aeoadean and Lipari Islands)
and the Islands of Pancellaria and Lampedusa.
Para 2. The civil, Naval, Military and Air Force
authorities in this area will order the immediate
cessation of hostilities against the Allied Forces.
Para 3. The Axis ground, sea and air forces in
this area will surrender unconditionally to the Allied
Commander in Chief.

1. All members of the Axis land, sea and air
forces will place their arms, ammunition, warlike equip-
cont, ships and aircraft undamaged at the disposal of
the Allied Commander in C) ief.

forces will be treated in the first instance as prisoners
of war and will proceed to, and remain confined to,
barracks or camp pending their release on parole or a
decision by the Allied Commander in Chief as to their
disposal, provided however, that such Naval personnel

say direct.
3. All buildings, land required for building
purposes and other developments, installations, radio

4. All land and coastal fortifications together
with arms, ammunition and equipment therein will be

Paragraph 10. The Public and Administrative
Services in this Area will continue to operate
subject to the direction of the Allied Author-
ities and the appropriate Authorities will take
such measures as the Allied Authorities may require
of them to maintain the security of the Allied
Forces and Law, Order and Peaceable Civil Govern-
ment throughout the Area, Any services which the
Allied Commander in Chief may deem to be Public
Utility Services will continue to operate subject
to the direction of the Allied Authorities.
Paragraph 11. All Ports and Port Pacilities
Lighthouses and other Aids to Navigation and Public
and Industrial Installations will remain intact to-
gether with their respective Operational Staffs and
in full working order. Similarly all means of trans-
portation including roads, bridges, railways, loco-
motives, rolling stock, waterways, Public Utility
Services and Motor Conveyances will be maintained
intact together with their respective Operational

Paragraph 12. All Telegraph, Telephone and
Wireless Services; all Wireless Navigational Aids
and Radio Location Services; and all Telecommuni-
cation Services of any other form whatsoever, Civil,
Military, Naval and Air, will be closed down. The
resumption of any such services will be subject to
the consent and control of the Allied Commander in
Chief. All Telegraph, Telephone and Wireless Instal-
lations; all Wireless Navigational and Radio Location
Installations; and all other Telecommunication Instal-
lations of any form whatsoever; Civil, Naval, Military
and Air Force, with all connected Plant and Records,
will be maintained in good order and will be placed
undamaged at the disposal of the Allied Commander in
Chief.
Paragraph 13. Measures will be taken to prevent
damage to or removal or destruction of Public or Pri-
vate, Moveable or Immoveable Property, whether Civil,
Naval, Military or Air Force, including any Currency,
Cash and Realisable Securities, Works of Art, and
Archives. No Transfers will be allowed, without the
permission of the Allied Authorities, of Government,
Municipal, or Public Property of whatever nature,
including property of Institutions, Organizations,
Societies, Corporations, and Associations subject to
control by the Government or a considerable portion
of the Capital of which is owned by the Government,
or of Property of any Quasi Government Body or by the
Fascist Party or any affiliated Organization.

16. Measures will be taken by the appropriate
authorities with regard to the control of persons and
property, as may be directed by the Allied Commander
in Chief.
17. Proper control will be maintained over any
neutral ships in harbors 80 as to insure that they
inflict no damage on themselves or their cargo take
no hostile action, make no use of their wireless and
remain in harbor in their present berths pending
direction by the Allied Authorities.
18, The Allied Commander in Chief will be
furnished immediately with a list of all person of
whatsoever nationality who have been placed under
restriction, detention, or sentence (including person
sentenced "in absentia") in each case with the reason
for such restriction, detention or sentence. Those
still under restriction or detention will be
released forthwith if the Allied Authorities so direct,

FHTPN 451 signed Eisenhower. This refers to your
Fortune 130. Shipment of maximum LCM 3's aboard
24 ships to be nominated by you was taken into
consideration and is authorized. Every operable
LCN 3's in Theatre is being used in operation. The
requirement of Navel personnel are as follows as per
APHQ 2114Z reference 8034: Liaison Officer, Radio
and Signal personnel plus boat crews same to be
embarked in USA. Chief of Transporation AFHQ does
not have plans for EC 2 (Liberty) ships. Furnish
by air courier as requested for this type of ship

to both forces. Blue coloured torch (flashlight)
might be suitable.
4. Ground to A&I Recognition.
(A) Forward Troops. Following is considered
most suitable signal for indicating forward troops,

Force 545 yellow smoke from generators.
Force 343 yellow smoke grenades.
This frees smoke of any other available colours for
signals other than ground to air as may be desired
by task forces.
(B) Vehicles and AFV's a planning instruction
is under issue instructing both forces to paint identi-
fication signs on vehicles roundels or stars for British
and stars for U S.
(C) Ground Serip Signals. US HA C E 5 very
simple strip signals made with ground strip (US panels).
These to be the only strip signals used and copy is
being forwarded by letter. They include indicators for
Corps Div and Bde or equivalent Bq and signs for enemy
resistance. Bombing targets and dropping supplies.
5, Air to Ground Recognition. Proposed that
following S ignals from aircraft have meanings stated.
(A) White Verey Light. Instruction to forward
troops to identify themselves (if yellow smoke).

The total number of hospital ships and carriers re-
quested (BIGOT-HUSKY) are not available and since your
3264 April 11th states that a sacrifice in troop lift can-
not be accepted the required number of such vessels cannot
be made available. For Eisenhower Fortune Algiers from the
Joint Chiefs of Staff.
The Acadia will be converted (reference your 5837
April 21st cite NAGCT) and will be registered as a conven-
tion hospital ship. It will be available for the
operation.
We are exploring the possibility of hastily convert-
ing one of the French ships.
London has been requested to state the British capa-
bility to provide hospital ships for the operation.
You will be informed of the combined US and British
capability in this connection as soon as possible.

Nomination of 24 ships from DGS 8 A will be furnished you.
(HUSKY Eisenhower from Marshall BIGOT reur 16 April 4439).
Primitive accomodations only can be placed aboard ships
before departing from US for the 300 Army personnel to be embarked
in NA for 4 days voyage.
Do not understand requirements for Naval personnel as these
ships only have accomodations for crews. Insufficient time to
convert ship to provide messing and sanitary facilities for large
number of Naval personnel to travel from USA but ships have Naval
armed guards.
Havy investigating availability LCM 3s. Any shipment of
these craft would necessitate a readjustment by you of priority
list for UGS 8 A to accomodate for loss deck space on 24 ships.
Suggest probable solution for landing craft (LCM 3s) would be
to employ those already in the area, and it was assumed that
craft assigned to operation would be left at beachhead by trans-
ports or LSTS and then used to ferry equipment from MT store
ships to beach.
Battery charging will be provided. Would battery charging
apparatus connected to ships electrical equipment be satisfactory
or must you have portable units?
For preliminary pre stowage plans, assume EC 2 (liberty)
ships will be nominated, as you have characteristics this type
ship. COMMAVNAW (171751 Hewitt to Navy Washington) says HT
store ships will not be used in assault. Therefore overflow
impedimenta and vehicles of 45th Division will be balanced unit
loaded (that is loaded with overflow unit impediments plus main-
tenance for same unit) in NT store ships and will be part of UGS
CM-OUT-8898

545. Y minus 67 to Y minus 46 detailed planning by

and vehicles with desired allocation to ships and
instructions for loading stores required from 3 Div by
Novements War Office. Y minus 31 loading stores and
M T starts. T minus 16 exercise starts. Y minus 8 slow
assault convoy sails. Y minus 3 fast assault convoy
sails. Y plus 9 assault. By 25 Apr therefore 3 Div
must have full and final outline plan and maintenance
project with all information required to permit de-
tailed planning and special instructions including any
limits imposed on number of ships periods for discharge
etcetra. Maintenance programme must include full
details of R.A.F. requirements including Army repair

This message is in 2 sections. Section 1 begins. The
Combined Chiefs of Staff with the concurrence of the State
Department and the British Foreign Office have approved the
following statement of policy upon which plans for psycholo-
gical warfare including propaganda should be developed with
Fogard to operation HUSKY. For Eisenhower Fortune Algiers and
Unfor London for British Chiefs of Staff, FAN 117 from the
Combined Chiefs of Staff. This in reply to NAF 163.
Begin statement of policy.
It is important to distinguish between the policy to be
pursued up to the moment of the invasion of Italy and the
policy to be pursued after that period. In the first period a
firm line should be followed, without any promises, and should
emphasize the following 4 points as the basis of joint British-
American propaganda:
Point 1: We should lose no opportunity to point out the
hopelessness of Italy's present position in the war to the
Italian people.
Point 2: The War against Italy should be pursued by
attacking by land and sea and air upon all possible occasions
and with all possible force. End of 1st section.

Algiers and USFOR London for British Chiefs of Staff, Fan 117,
from The Combined Chiefs of Staff.
Point 3: by all possible means passive resistance and
sabotage of the Italian War effort should be encouraged. Point
4: Appeals to premature revolt or ridicule of the Italian Armed
Forces or the Italian people should be avoided.
Immediately before invasion takes place, and for the
period succeeding the assault, this line should be modified
to the extent of holding out some ray of hope to the Italians
about their future, the Allies being presented in the guise
not of conquerors but of liberators. The following point should
then be added.
Point 5: We should hold out assurances that Italy will
survive as a nation after the defeat of the Fascist Government,
without making any specific territorial commitments. End
statement of policy. End of second section.

1st, Maximum reduction of warning of approach of
aircraft to be employed in the airborne attack by
ETF. 2nd, Maximum reduction of warning of approach
of assault craft and shipping in the D day assaults
by ETF. 3rd, Maximum interference with coast
defences controlled by RDF in south east corner of
Horrified until such time as the coast defences
have been neutralized. 4th, Maximum reduction of
warning of approach of aircraft employed in the
airborne assault by WTF. 5tb, Maximum reduction of
warning of approach of assault craft and shipping
in the D plus 2 assault by WTF. 6th, Reduction of
warning of approach of the assault craft and shipping
to be used in the D plus 5 seaborne assault. 7th,
Interference with control of AA guns and possibly
